This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position
The incumbent serves as the Chief, Cyber Security Directorate for the US Army Corps of Engineers (USACE) Enterprise Information Technology. As an IT Security Specialist, incumbent provides leadership and subject matter expertise for cyber security policy, oversight and compliance.
Duties
- Provide leadership and subject matter expertise for verification and validation activities relating primarily to the Agency’s implementation of the Federal Information Security Management Act (FISMA) and the Clinger-Cohen.
- Serve as the focal point to oversee the program and planning efforts ensuring maximum support and integration of network defense and operations managing specific risks associated with fielding of information systems and supporting efforts.
- Oversee the management of the Agency Enterprise IT security program, e.g., ensures that appropriate management, operational and technical control programs are included in the USACE Enterprise security program.
- Conduct USACE-wide IT systems security reviews/audits vulnerability assessments, risk assessments or evaluations regarding compliance with security requirements in accordance with applicable government regulations.
- Manage the Agency’s CSSP program and is responsible for Agency response to ARCYBER operational tasking.
- Present briefings and recommendations concerning cyber-threats and incidents to top levels of management, including the Commanding General and Deputy Commanding General.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires approximately 30% temporary out of area travel, primarily within CONUS but may include OCONUS TDY.
- This position requires the incumbent to hold Information Assurance Management (IAM) Level 3 Certification under DoD Directive 8570.1 (IA Training, Certification and Workforce Management) and related implementing policies.
- The duties in this position meet the security sensitivity definition of "SPECIAL SENSITIVE (SS) NATIONAL SECURITY RISK" and require a "Top Secret SCI" Security Clearance.
- A Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) is required.
- Incumbent must obtain and maintain a valid U.S. Passport
- This is a drug tested position.
