The business area of the Hessian Ministry of Finance in Wiesbaden includes the directly subordinate Higher Finance Directorate Frankfurt am Main with 35 tax offices, the Hessian Central Office for Data Processing, the Hessian State Office for Construction and Real Estate and the Study Center for Financial Administration and Justice with a total of over 16,000 employees.

Consultant (m/f/d) for IT security

In this varied and responsible position, you will take on a wide range of tasks in digitization projects for the standardization of IT in the Hessian state administration. The tasks also include budget management and monitoring projects with regard to status, target achievement and use of funds.

• Development, implementation and maintenance of the information security management system (ISMS) in accordance with BSI standards (200-1 to 200-3) and ISO/IEC 27001.
• Ensuring compliance with legal and regulatory requirements (e.g. HITSiG, NIS-2, ISLL-Hessen, GDPR).
• Creating and updating security concepts, guidelines and processes.
• Carrying out risk analyses and deriving measures to minimize risks.
• Participating in the creation of emergency plans and carrying out regular emergency drills.
• Responsibility for incident response management (detection, analysis and response to security incidents).
• Coordination of vulnerability management (identification, assessment and treatment of vulnerabilities).
• Securing interfaces, communication channels and IT infrastructure.
• Providing specialist advice to internal and external stakeholders (e.g. CISO, departmental information security officers, HZD customers).
• Implementation of training and awareness measures for employees.
• Close coordination with specialist departments, committees (e.g. Information Security Working Group, HZD Steering Committee) and external partners.
• Regular reporting to the management level and documentation of security measures.
• Active participation in the further development of the IT security architecture and integration of new technologies.

You've come to the right place if you...

• have successfully completed a university degree (university diploma or master's degree) in IT security / IT security, computer science or an IT‑related subject.
• have at least two years of relevant professional experience in operational IT security in a complex technical environment, ideally in public administration.
• have advanced knowledge of networks, technical components and operating systems as well as good knowledge of common IT security standards (e.g. ISO 27x series, BSI IT‑Grundschutz). Experience in their implementation is desirable.

• Knowledge of log management and vulnerability management.
• Know‑how in creating and maintaining hardening concepts, including internal coordination.
