Data Analytics Solution Project Support

Period of Performance: 2026 Base – As soon as possible but not later than 12 January 2026 to 31 December 2026, with options for 2027 (01 January 2027 – 31 December 2027) and 2028 (01 January 2028 – 31 December 2028)

Required Security Clearance: NATO SECRET

Background

The NATO Communications and Information Agency (NCIA) delivers capability and service provision related to Consultation Command & Control, Communications Information, and Cyber Defence. NCIA operates on the frontlines against cyber‑attacks, collaborating closely with governments and industry to maintain Nato’s technological edge. To enhance interim workforce capacity, NCIA requires specialized advisory services.

Introduction

In response to the North Atlantic Council decision to establish NATO Security Assistance and Training for Ukraine (NSATU), a Deployable Communications and Information System (DCIS) asset was delivered to Wiesbaden, DE to support security assistance and training activities in Ukraine. The NCIA Chief Technology Office’s EDS\&AI Team ensures that Big Data and AI are used to make faster, better decisions by leveraging large data volumes and turning data overload into decision dominance.

Problem Statement

NSATU lacks proper tools to collect, collate, analyze, and portray stakeholder data necessary for timely data‑informed decision making. Existing solutions (e.g., KOROVAI, GBR) are limited in functionality and network compatibility, preventing transition from crisis mode reporting to campaign mode forecasting and projections. A comprehensive analytics solution is required that will provide descriptive products and advanced predictive capabilities.

Scope of Work

The contractor will deliver two resources – a Senior Data Engineer and a Senior Data Analyst – to support the NSATU Data Fusion Cell team at Wiesbaden, Germany. The resources will work under the NCIA The Hague Exploiting Data Science & AI team and NSATU Data Analytics Project Management Team. Key activities include:

Data Engineering Activities
  • Data engineering – Designs and implements data pipelines and data stores to acquire and prepare data, applies data engineering standards for ETL processes, conducts routine data quality checks, and programs and tests moderately complex scripts.
  • Systems integration and build – Defines software modules needed for integration builds and produces build definitions for each software generation.
  • Data management – Assesses data integrity from multiple sources, advises on data transformation, ensures availability, integrity, and searchability of information through formal data and metadata structures.
  • Data modelling and design – Applies standard data modelling techniques, establishes and maintains data structures, and communicates their details to stakeholders.
Data Analysis Activities
  • Data analysis – Designs, implements, and maintains complex analytics solutions; establishes data pipelines across data stores and applications.
  • Data visualisation – Applies visualisation techniques, automates data visual production, selects appropriate visualisation approaches, and explores new visualisation methods.
  • Business intelligence – Supports BI needs for management and governance processes, investigates BI reporting needs, selects non‑standard BI tools, and identifies opportunities to digitise and streamline operations.
  • Data modelling and design – Investigates enterprise data requirements, plans modelling activities, selects appropriate techniques, and provides guidance to others.
  • Technical Leadership and Stakeholder Support – Provides technical leadership, supports multidisciplinary teams, participates in expert meetings, and liaises with the CTO and operational teams.
Sprint Management
  • Planning – Weekly sprint planning, goal setting, backlog review, and defining acceptance criteria.
  • Execution – Continuous monitoring, progress tracking, and quality assurance throughout the sprint.
  • Review – Sprint performance review with action plans for improvement.
  • Payment – Monthly milestones tied to Delivery Acceptance Sheet (Annex B) and final acceptance.
Deliverables & Payment Milestones

2026 Base period: 12 sprints of project support; payment at month‑end upon acceptance of each sprint.

2027 & 2028 Options: up to 24 sprints of project support; cost adjustment per CO115786 AAS; payment at month‑end upon acceptance.

Practical Arrangements
  • Weekly planning and progress meetings with NCIA Point of Contact, verbally and by email.
  • On‑site work in Wiesbaden, with potential travel to other NCIA locations within Class II Security Area.
  • Travel: 3 days in The Hague initially, then 2 days every 3 months; contractor responsible for travel arrangements and TDY requests.
  • Hours of Operation: Monday‑Thursday 08:30–17:30, Friday 08:30–15:30.
  • Compliance: follow safety protocols, agency standards, and operational responsibilities; manage IT equipment as per manufacturer requirements.
Security Requirements for NATO Restricted Projects

§ 7.1 – Additional security requirements beyond the contract and SOW.

§ 7.2 – Contractor must hold NATO S#CRET clearance (valid for contract duration) and have a Certificate of Security Obligation (CSO).

§ 7.3 – All personnel must obtain NATO S#CRET clearance; sub‑contractors must also comply.

§ 7.4 – Contractor responsible for clearance submissions (RFVs) and timely notification.

§ 7.5 – Contractor bears full responsibility for any delays due to clearance issues; no claim for extension or adjustment.

§ 7.8 – Lack of valid clearances may lead to contract termination.

§ 7.9 – Contractor must comply with NATO Security Policy and safeguarding of classified information (NZ NR, NC, NS, CTS). Additional clauses and instructions are in the SOW, CSC, and PSI.

  • Security Clearance: Valid NATO‑Secret Personal Security Clearance for contract duration.
  • Language Proficiency: English C1.
  • Qualifications: Ability to design, build, and manage data pipelines and data structures in on‑premise environments; ≥4 years experience with data lakes, databases, and near‑real‑time pipelines; experience with large heterogeneous datasets; knowledge of KNIME, SQL Server, Power BI; proficiency in Python; understanding of data security best practices; experience with monitoring tools; familiarity with Docker/Kubernetes; knowledge of CI/CD and unit testing.
  • Desired: Experience within NCIA or similar defence environments; knowledge of NATO Communication and Information Systems Infrastructure; international experience with military and civilian elements.
Data Analyst Requirements
  • Security Clearance: Valid NATO‑Secret Personal Security Clearance for contract duration.
  • Language Proficiency: English C1.
  • Qualifications: Minimum relevant degree and 4 years post‑related experience (or equivalent experience ≥6 years); demonstrable experience as Data Analyst/Data Scientist; proficiency with at least one programming language (KNIME, Python); experience with Power BI, SQL, relational databases; on‑premise environment experience.
  • Desired: Experience within NCIA or similar defence environments; knowledge of NATO Communication and Information Systems Infrastructure; international experience with military and civilian elements.
