Overview
Technical Manager - Municipal Roads & Civil Engineering. Parsons has a 75+ year history delivering transportation infrastructure and is seeking an experienced Technical Manager with strong client relationships to join the Infrastructure – Roads and Highways team in the Greater Toronto Region. Flexible work location from offices in Toronto, Markham, or Oakville, or remote from home.
Responsibilities
- Oversee, lead, mentor, and contribute to a team of Roadway and Municipal Engineers and Design Specialists in the design, delivery, and construction support of roadway projects within the Municipal Roadway and Engineering group.
- Lead, mentor, and motivate a team to deliver high-quality services and innovative solutions.
- Manage day-to-day operations of the team, including scheduling, assigning, and reviewing work to achieve project objectives and support the roadway group and business objectives.
- Lead design development on various projects (functional studies, preliminary design, detail design) and provide technical inputs for proposals and business development.
- Lead a range of multidisciplinary, low to high-complexity transportation projects, including rehabilitation, replacement, widening, and expansion of Regional and Municipal Roadways.
- Engage with clients as Project Manager on multiple projects and build relationships.
- Oversee field investigations, geometric and grading design, drainage and safety design, pavement markings and signage, construction staging, traffic management, roadway modelling, quantity estimation, utility coordination, contract document preparation, budgeting, invoicing, and coordination with clients, agencies, stakeholders, and subconsultants in line with Regional, municipal, and MTO standards.
- Coordinate with other technical disciplines to deliver integrated engineering solutions.
- Assist in business development activities, including proposal preparation, methodology development, work programs, schedules, invoicing, risk management, and budgets.
- Prepare technical reports and documentation ensuring technical excellence and QA of tasks and deliverables.
- Contribute to the management of commercial and financial control of projects.
- Stay informed of trends and advancements in transportation planning and design to maintain technical competency.
- Nurture and grow client and industry partner relationships to support business growth.
- Demonstrate leadership to supervise and develop professional, technical, and support staff, including performance reviews and day-to-day interactions.
- Support the Technical and Program Director in strategic and growth initiatives and participate as an active member of the Roads and Highways management team.
Requirements
- University degree in Civil/Transportation Engineering or related discipline.
- Professional Engineer (P.Eng.) licensed with Professional Engineers Ontario (PEO).
- Project Management Professional (PMP) Certification and a Master’s degree in Transportation are desirable.
- Minimum of 15 years of transportation engineering experience, including preliminary and detail design, with at least 10 years of project management experience.
- Expert knowledge of federal, provincial, and municipal design standards (e.g., TAC, Ontario Traffic Manual) and industry practices.
- Advanced knowledge of civil engineering theories, road/highway design, construction, maintenance, traffic operations, contract delivery, asset management, and related regulations and technology.
- Experience across related transportation fields (geotechnical, pavement design, rail, transit, drainage, surveys, environmental assessment, ESR/MCEA processes).
- Proficiency with software such as AutoCAD, OpenRoads Designer, MicroStation, AutoTurn, Primavera, and MS Office.
- Proven ability to manage multiple projects with cross-functional teams within budget and schedule constraints.
- Strong communication, presentation, and interpersonal skills; able to build relationships with staff, clients, and stakeholders.
- Ability to manage competing priorities and resolve problems effectively.
- Experience developing technical and commercial proposals, including LOE estimation and cost planning.
- Experience interfacing with clients on technical matters to meet milestones and ensure quality of delivery.
- Proven ability to train, mentor, and lead a team of professionals toward business objectives.
