Job Title: Senior Project Manager – Transitional Housing Development

Location: St. John’s, NL

Position Type: 1 Full-Time Position (18–24 Month Contract)

The Association for New Canadians (ANC) is seeking a Senior Project Manager (SPM) with a background in Engineering or Architecture, to lead the conversion of an ANC-owned property into a transitional housing facility. The project involves converting a former residence/dormitory into a multi-unit, transitional housing facility for newcomer individuals and families. The facility will include:

• Self-contained living quarters
• Shared living, recreation, childcare, and learning spaces
• Commercial kitchen
• Reception and laundry facilities

In addition to overseeing this project, the SPM will also play a key role in identifying and managing future transitional housing opportunities to address the increased demands for newcomer accommodations.

Roles and Responsibilities:

• Plan, organize, and manage the full lifecycle of the renovation project, from design and procurement through construction and occupancy.
• Lead and manage the design and development of assigned projects, ensuring adherence to timelines, budget, reporting and compliancy requirements.
• Establish schedules, budgets, and milestones; monitor progress and implement corrective actions where needed.
• Collaborate with consultants, contractors, and other stakeholders to oversee the development of the project.
• Develop and maintain detailed project schedules and budgets.
• Prepare and negotiate contracts with consultants and contractors.
• Authorize the purchase of building materials and services; review and approve change orders.
• Develop and implement quality assurance and risk management frameworks as required.
• Provide regular progress reports to leadership, funders, and stakeholders.
• Ensure compliance with building codes, safety regulations, zoning bylaws, accessibility standards, and environmental requirements.
• Proactively identify and evaluate new housing opportunities to expand organizational transitional capacity.

Qualifications and Experience:

• Post-secondary education in Engineering, Architecture, or Construction Management or a combination of relevant education and experience.
• Project management certification (e.g., PMP) is an asset.
• Minimum 5 years of experience managing large-scale construction or renovation projects, preferably in residential or institutional facilities.
• Knowledge of Canadian Construction Documents Committee (CCDC) contracts, procurement, and public tendering.
• Proven success in completing large-scale projects.
• Experience with sustainable building practices
• Strong financial management skills, including budget preparation, cost control, and financial reporting.
• Familiarity with housing, settlement, or community development projects for vulnerable or newcomer populations is an asset.
• Experience working with consultants, contractors and funders
• Proficient in the use of MS 365 & project management software.

Conditions of Employment:

• Legal authorization to work in Canada
• Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm)
• Ability to work on-site is required
• Valid class 5 NL driver’s license and daily access to a reliable vehicle
• Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
