Overview
Rogers Business is seeking an RFP Program Manager within the Bid Management team. This pre-sales operations-centric role is critical to the success of Rogers Business and the growth of our Advanced Services Team portfolio. The RFP Program Manager will be the Bid Team’s in-house subject matter expert (SME) and the single point of contact (SPoC) for the Customer Service Organization (CSO), efficiently representing the CSO for all RFPs and leading the review, risk assessment, and response for complex and non-standard delivery and support requirements. The role involves collaboration with back-office CSO leaders, Proposal Writers, and external 3rd party suppliers to create compliant, compelling, and competitive proposals that meet client needs. Ideally, the candidate will be on-site in the Greater Toronto Area, with consideration given to exceptional candidates in other Rogers office locations.
What You’ll Be Doing
- Perform RFP intake and review for operational areas including service delivery, service management, service assurance & technical support, project management, billing, reporting, online portals & system integrations, go-to-market readiness, industry standards and certifications, 3rd party suppliers, and more.
- Participate in go / no-go discussions; assess operational complexity, identify non-standard requirements and risks.
- Attend RFP kick-off and status meetings; oversee operational RFP response requirements, actions, and timelines; coordinate collaboration with back-office CSO leaders, internal SMEs (e.g., Sales, Solutions, Product Management, IT / Systems, Network Engineering) and external 3rd party suppliers.
- Secure a clear understanding of the proposed solution to connect operational delivery and day-2 support with client and supplier interdependencies.
- Craft detailed and persuasive responses that showcase Rogers’ experience; manage responses in Loopio for ease of access and future reuse.
- Follow RFPs through internal opportunity review and deal governance forums; propose risk mitigation strategies and contribute to operational readiness business cases.
- On a case-by-case basis, support Sales for post‑RFP activities such as follow-up meetings, client shortlist presentations, demos, discovery sessions, and contract clarification on statements of work, SLAs, and timelines.
- Upon award, ensure warm transfer of RFP documentation and knowledge to the client-facing Project Manager or internal go-to-market Project Manager.
- Build knowledge of Rogers and 3rd party products / services; educate Bid Management colleagues to enable greater autonomy.
- Spearhead special / transformational projects to drive speed, scale, and Sales Enablement.
What You Will Bring
- Post-Secondary degree in Engineering, Business, or related field.
- Technical background in Telecom and / or Information & Communications Technology.
- Minimum 10 years of hands-on Project Management experience.
- PMP certification required; ITIL or Agile certifications considered an asset.
- Bid Management experience considered a strong asset.
- Bilingual (English / French) considered a strong asset.
- Outstanding oral and written communication skills.
- Advanced PC / software skills : MS Office, Outlook, MS Teams, SharePoint, Project, Copilot, Visio, Adobe Acrobat, ServiceNow, Salesforce.com, Loopio.
- Meticulous organization and attention to detail; ability to work independently and under pressure while juggling multiple projects and deliverables.

Recruitment Process and Conditions
If selected to move forward, you can expect a 15-minute phone screen, a 1-hour virtual interview with the Hiring Manager, and a 30-minute final round virtual interview with the Director of the team. A pre-employment background check will be conducted, and a criminal background check is required. Depending on the role, a credit check and driver’s abstract may also be required.
