Overview

Location: Regina, Saskatchewan – Onsite

Project Duration: August 2025 to 2029 (4 years + 1 optional year)

Building a new 300-bed women's correctional facility to address long-term capacity needs and modernize correctional services.

JOB DESCRIPTION (JD) – PROJECT MANAGEMENT SCOPE

The selected vendor will lead the project through 5 key phases: Pre-Design / Planning, Procurement, Design, Construction, and Close-Out & Post-Occupancy.

  • Pre-Design / Planning
  • Finalize project charter, work breakdown structure (WBS), and schedule
  • Validate functional program and schedule of accommodations (SOA)
  • Assist with municipal planning/zoning/rezoning
  • Prepare Statement of Requirements (SOR) and delivery strategy
  • Develop RFXs (for design and construction)
  • Facilitate evaluations, stakeholder engagement, and contract finalization
  • Coordinate fairness advisor and legal input
  • Lead coordination of consultants and design reviews
  • Ensure alignment with correctional standards, budget, and schedule
  • Monitor milestones, deliverables, and value-engineering recommendations
  • Oversee QA/QC, health and safety, invoicing, and dispute resolution
  • Review site reports, track commissioning and change orders
  • Support municipal inspections, public safety, and contractor compliance
  • Ensure warranty validation and documentation handover
  • Assist CPPS with operational readiness and staff training
  • Coordinate final evaluation and project closure report

Project Manager Lead (PML)

Education: University degree or diploma in Engineering, Architecture, Construction Management, or related field (preferred)

Certification: PMP (Project Management Professional) – Mandatory (PMI-certified)

Experience: At least 10 years in project management of large-scale institutional or correctional capital projects

Skills: Full project lifecycle mgmt, stakeholder coordination, procurement, construction oversight, risk, and change management

Project Manager Alternate (PMA)

Education: Degree or diploma in relevant field (similar to PML)

Certification: PMP (Project Management Professional) – Mandatory

Experience: Minimum 7–10 years in capital projects, with capability to lead if needed

Resume Requirement: Yes – Mandatory (max 2 pages), includes similar skills to PML

Role: Supports and substitutes the Lead PM as required; must be fully qualified to assume full duties of PML
