ABOUT THIS CAREER OPPORTUNITY

Black & McDonald is seeking an experienced Program Manager – Capital & Operations to support its Capital Projects portfolio. This senior role is responsible for the end to end leadership of a large, integrated CAPEX and OPEX program, encompassing capital delivery, operational project execution, lifecycle asset management initiatives, and continuous improvement activities. Reporting directly to the Operations Manager, the Program Manager acts as the senior program authority for all project related work delivered under the contract and serves as a key interface with customer stakeholders.

Key Responsibilities
  • Program & Portfolio Leadership – Lead a multi year portfolio of capital and operational projects supporting customer infrastructure and facilities.
  • Program governance – Establish program governance, controls, and delivery standards across CAPEX and OPEX streams.
  • Oversight & reporting – Provide portfolio level oversight of prioritization, resourcing, risk management, and reporting.
  • Financial & Commercial Management
  • Accountable for program‑level financial performance, including budgeting and forecasting.
  • Support development of business cases and lifecycle cost analyses.
  • Coordinate with commercial teams on change management and financial controls.
  • Client & Stakeholder Engagement – Serve as senior program representative to customer stakeholders.
  • Provide executive level reporting on performance, risk, and financials.
  • Leadership & Team Development – Lead and develop multidisciplinary project management and engineering teams.
  • Promote a culture of safety, accountability, and continuous improvement.
  • Risk, Compliance & Safety – Ensure compliance with contractual, regulatory, and customer standards.
  • Oversee HSE, QA, and risk mitigation activities across the portfolio.
Competency Requirements
  • Program and portfolio management expertise in complex, regulated, or infrastructure environments.
  • Strong financial acumen, including CAPEX / OPEX budget management and forecasting.
  • Proven leadership of multi-disciplinary technical and project teams.
  • Advanced stakeholder management and client-facing communication skills.
  • Strong understanding of risk management, governance, and compliance frameworks.
  • Continuous improvement mindset with demonstrated ability to drive standardization and efficiency.
  • Executive-level reporting, analytical, and decision-making capabilities.
Education Requirements
  • Bachelor’s degree in Engineering, Construction Management, Business, or a related field.
  • MBA or Master’s degree considered an asset.
  • PMP or equivalent project/program management certification strongly preferred.
  • Professional Engineering designation (P.Eng. or EIT) considered an asset.
  • Lean Six Sigma or continuous improvement certification considered beneficial.
Work Experience Requirements
  • 8+ years of progressive experience in project, program, or portfolio management roles.
  • Minimum 5+ years leading large CAPEX and OPEX programs, preferably within utilities, infrastructure, facilities, or asset-intensive environments.
  • Demonstrated success managing multi-million-dollar capital programs and operational project portfolios.
  • Experience working directly with public-sector or utility clients (e.g., electrical, energy, transportation) strongly preferred.
  • Proven track record of delivering complex projects in a safety- and regulation-driven environment.
Skills, Abilities, and Other Requirements
  • Able to travel within the Greater Toronto Area (GTA).
  • Security clearance requirements: must be able to get reliability or secret clearance.

The expected salary range for this role is between $120,000 - $150,000 per year. The starting salary will be determined based on several factors such as the successful candidate’s qualifications, including but not limited to education and experience. Base pay is one component of Black & McDonald’s total rewards package. Total rewards vary by position and may include additional offerings such as group insurance benefits, pension plan, annual discretionary bonus, career development programs, and other HR programs.
