The Department of Manitoba Innovation and New Technology is seeking two skilled and professional individuals to fill Program Analyst (IC2) positions in Winnipeg.

Duties

The Program Analyst provides mid-level professional consulting and analytical support to innovation and economic-growth–focused funding and tax credit programs, including the Innovation Growth Program (IGP), Interactive Digital Media Tax Credit (IDMTC), and Small Business Venture Capital Tax Credit (SBVCTC). The position supports effective program operations, fosters strong stakeholder engagement, and ensures alignment with government priorities by assisting Manitoba-based enterprises in accessing innovation and growth supports.

Qualifications
Essential
  • Post-secondary education in business, public policy, economics, or a related field. An equivalent combination of education and experience may be considered. Applicants who have been educated outside of Canada must have an education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service (https://canalliance.org/en/ at application).
  • Experience in program delivery, consulting, or client service.
  • Experience working with financial programs including loans, grants, tax credits and/or equity investment programs.
  • Experience applying innovation funding mechanisms, economic development principles, and government program frameworks.
  • Experience explaining and interpreting legislation, regulations, policies and procedures to clients.
  • Experience evaluating business models, financials, and innovation strategies.
  • Strong organizational and time management skills, with the ability to work effectively under pressure and manage multiple deadlines with limited lead time.
  • Excellent verbal communication skills.
  • Excellent written communication skills.
  • Strong interpersonal skills that facilitate effective working relationships with colleagues, other departments and clients.
