BASIS: FULL TIME, PERMANENT | CLOSING DATE: FEBRUARY 13, 2026 AT 9:00AM

Reporting to the Chief Administrative Officer, this is an exciting opportunity to bring together your project management, change management, communication and organizational development skills in this new position with the City. The OEI Specialist will plan, track & facilitate the collective action of all departments in achieving the City’s Organizational Plan.

Key Responsibilities The Organizational Effectiveness & Initiatives (OEI) Specialist is a new position at the City, responsible for guiding, enabling and monitoring the successful delivery of initiatives outlined in the City’s Organizational Action Plan. This position will lead planning, training, communication, and stakeholder engagement and encourage a smooth transition to and adoption of new organizational processes, systems, and ways of working.

Qualifications The successful candidate will have a Degree in Business Administration, Public Administration, Project Management, or related field, and a minimum of 5 years related experience such as project management, human resources, or organizational change roles. Experience in municipal or public sector union environment is preferred.

A competitive compensation package will be provided including an attractive salary range of $108,690 - $129,644 (2025 rates - subject to a cost-of-living increase) plus excellent benefits and enrollment in the Municipal Pension Plan.
