Job summary

City of Toronto seeks a Manager, Business Transformation & Change Management (Strategy & Governance) to lead strategic initiatives across Finance Shared Services, including accounts receivable, collections and banking. The role drives governance, reporting to executives and transformation programs across the division.

Qualifications

• Post-secondary education in Business Administration, Public Administration, Finance, or related discipline; CPA and/or MBA Finance is considered an asset.
• Extensive experience leading large-scale cross-functional strategic, policy, and transformation initiatives in a large public sector or complex organization.
• Experience providing strategic advice to senior leadership with strong political acumen and discretion.
• Experience leading governance, risk management, accountability initiatives and performance measurement frameworks.
• Excellent interpersonal and written communication skills with ability to engage diverse stakeholders.

Responsibilities

• Leads strategic planning, governance, Council and executive reporting for Finance Shared Services.
• Oversees change management, training, and quality assurance across divisions.
• Partners with senior leadership to advance divisional and corporate priorities.
• Manages budgets and workforce development to support operational excellence.
• Ensures alignment with Council direction and accountability bodies.
