Job Summary:

Reporting to the Executive Director, Finance Shared Services, the Manager, Business Transformation & Change Management (Strategy & Governance) provides strategic leadership and executive support to drive Finance Shared Services modernization, advance divisional priorities and promote operational excellence.

In this position, you will be working collaboratively across the core Finance Shared Services functions (Accounts Receivable, Collections, Accounts Payable and Banking), as well as corporate partners, ensuring the successful delivery of divisional and corporate priorities through effective stakeholder engagement, governance, project leadership and change management.

You will be leading strategic planning, governance, Council and executive reporting, audit, risk and compliance oversight, workforce planning and development, and the delivery of key divisional and corporate initiatives.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • In collaboration with Finance Shared Services senior leadership, develops and/or implements effective and innovative solutions to meet divisional and client needs in the various operating functions such as accounts receivables, collections, accounts payable and banking within Finance Shared Services including technology-led business transformation and change management.
  • Supports large-scale division-wide projects that incorporate proactive and innovative solutions to addressing business challenges and achieving divisional goals and objectives. Integrates how the big picture of the initiative comes together from definition through implementation of implications across the business
  • Provides strategic leadership and acts as a key support to the Executive Director for the coordination and the implementation of divisional and cross-divisional transformation and operational initiatives, ensuring alignment with the Finance Shared Services operating model and business priorities.
  • Lead interdivisional collaboration to advance Council direction and address recommendations from the City’s Accountability Officers, including the Auditor General and Ombudsman Toronto.
  • Provides strategic direction and oversight to the Workforce Planning and Development Unit, ensuring programs and services effectively support divisional priorities, workforce capability and organizational performance.
  • Supports the Finance Shared Services project team with managing the implementation of technology changes through communications, change management action plans, education and training.
  • Establishes, develops and implements a quality management program, performance metrics and reporting frameworks including methodologies, standards, policies, tools and best practices for quality management to ensure quality assurance, quality control, testing and consistency of transformation outcomes across the Division, and continuous improvement of service delivery.
  • Manages the divisions business cases and the acquisition of hardware and software, technology tools, licenses, maintenance and development of the testing environment and methods.
  • In collaboration with the Finance Shared Services project team, develops, maintains, implements and communicates formal change management standard methods, policies, procedures and controls to manage changes to business processes, service delivery, applications, solutions and technology systems.
  • Educates and provides advice on options, requirements and consequences of implementing new change initiatives.
  • Researches, defines, recommends and prioritizes new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies and strategies to maintain and improve the Division’s systems and processes.
  • Establishes training, communications and awareness programs on business transformation initiatives affecting service delivery, business processes and policy changes for internal and external stakeholders.
  • Prepares briefing notes and reports to senior management, Deputy City Managers, Council and Committees on change management, quality assurance and business transformation issues to support strategic decision making and governance.
  • Establishes an effective and collaborative working relationship with the Division's senior management team and management staff, staff from other City divisions and stakeholders.
  • Represents Divisional interests and needs on a corporate level and participates in corporate projects, committees, consultative or operational groups related to business transformation and change management.
  • Provides a high level of customer service to operating units, supporting program management staff with processes and tools needed to effectively and efficiently delivery services.
  • Assists in the development, design and implementation of functional policies and programs that make major changes in overall business performance based on long-term needs.
  • Coordinates and manages divisional quality assurance ensuring legislative and program delivery requirements are met.
  • Manages the coordination and implementation of technology and change management impacts around the Division's emergency management and business continuance initiatives in conjunctions with the appropriate Divisional and Corporate representatives from the senior executive level through to the operational level.
  • Supports senior leadership with the develop, coordination and oversight of new and existing Service Level Agreements and other Inter-Divisional Agreements with partner divisions.

Key Qualifications:

  • Post-secondary education in Business Administration, Public Administration, Finance, or a related discipline, or an equivalent combination of education and experience. CPA and/or MBA Finance is considered an asset.
  • Extensive experience leading large-scale, cross-functional strategic, policy, legislative and business transformation initiatives from development through implementation, including project management, finance, technology, process improvement and organizational modernization initiatives within a large public sector or similarly complex organization.
  • Experience providing strategic advice and executive support to senior leadership on complex, sensitive and high-impact matters, demonstrating strong political acuity, judgment and discretion.
  • Strong people leadership experience, including coaching, developing and motivating professional staff, with demonstrated ability to build cohesive, high-performing teams and foster a culture of accountability, collaboration and continuous improvement.
  • Experience leading governance, compliance, risk management and accountability initiatives, including coordinating responses to audit and oversight recommendations, overseeing implementation of corrective actions, managing organizational risks, and developing performance measurement frameworks, policies, procedures and operational standards to support organizational effectiveness, accountability and continuous improvement.
  • Experience working in public sector and/or unionized environments, with familiarity with municipal government operations and service delivery models is preferred.
  • Exceptional stakeholder engagement, facilitation, negotiation and conflict resolution skills, with the ability to achieve consensus among parties with differing priorities and interests.
  • Ability to prepare high-quality briefing notes, reports, presentations and strategic communications to support executive decision-making, governance requirements and Council reporting.
  • Excellent interpersonal, verbal and written communication skills, with the ability to build effective relationships, influence stakeholders and establish credibility at all organizational levels, including senior management, elected officials, external partners, employees and unions.
  • Proven ability to manage competing priorities, solve complex problems and deliver results in an environment with shifting priorities, tight timelines and high expectations.
  • Ability to establish and maintain effective working relationships and trust with employees, unions, client divisions, external agencies and other stakeholders to successfully advance strategic and operational initiatives.
