Position Summary

Under the general direction of the Chief Administrative Officer (CAO), the Manager, Finance and HR Administration provides financial management, human‑resource management and organizational leadership for the Department. The role involves participation in budgeting, financial planning, payroll processing, grants coordination, and the management of the Department’s administrative services group.

Key Responsibilities
  • Develop and manage the Department’s budget, including short‑ and long‑term financial plans.
  • Monitor all financial activities (revenues, cost recoveries, expenses) in operating and research accounts, departmental funds, and trust accounts.
  • Prepare and analyze budget variances; report findings to the CAO and recommend corrective actions.
  • Process payroll, administer research leaves, and maintain personnel files for academic and support staff.
  • Coordinate research grants and serve as a consultant on financial, personnel, grant‑related, and policy matters.
  • Manage the Department’s administrative services group, assigning tasks, overseeing professional development, and handling absence management.
  • Ensure compliance with legislative, policy, grant, and contractual requirements for all financial, HR, and administrative activities.
  • Assist in developing sound fiscal policies and practices for the Department.
Required Education and Experience
  • Bachelor’s degree in accounting, finance, business administration, or an equivalent combination of education and experience.
  • Minimum five (5) years of progressive experience in financial management and administration within a university or complex organization.
  • Demonstrated expertise in budget planning, financial control, and financial principles.
  • Experience interpreting policies and procedures related to budget, finance, HR, and academic administration.
  • Experience building and improving administrative systems and processes.
  • Experience leading, motivating, and supervising staff, preferably in a unionized environment.
  • Mandatory working knowledge of university financial, HR, procurement, and research grant management systems.
