Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL) is the regulatory organization responsible for licensing and regulating engineers and geoscientists across the province. The organization exists to protect the public by upholding high standards of practice and ethics and is recognized for its collaborative approach and commitment to modern regulatory leadership.

With the regulatory landscape becoming increasingly complex. Driven by changing public expectations, new fairness legislation, and expanding demands related to privacy, governance, and compliance, PEGNL is establishing dedicated in-house legal capacity.

This is an exceptional opportunity to build an in-house legal function within a respected and strategically important regulatory organization. As the Director, Legal Services, you will serve as PEGNL’s senior legal advisor, ensuring regulatory processes, decisions, policies, and communications are fair, defensible, and aligned with best practices. You will provide proactive legal guidance across all areas of the organization and contribute directly to legislative advancement, compliance initiatives, and the integration of a strong legal framework throughout PEGNL’s operations.

Responsibilities
  • Provide proactive legal guidance across PEGNL’s regulatory framework and operations.
  • Ensure regulatory processes, decisions, policies, and communications are fair, defensible, and aligned with best practices.
  • Advise on legislative advancement, compliance initiatives, and governance matters.
  • Develop and integrate a strong in-house legal framework throughout PEGNL’s operations.
Qualifications
  • Member in good standing, or eligible for membership, with The Law Society of Newfoundland & Labrador with at least ten years of experience in administrative, regulatory, or legislative law.
  • Strong drafting, analytical, and statutory interpretation skills.
  • Experience in professional regulation, enforcement, or self-governance is an asset.
  • Knowledge of privacy, data protection, and employment law is preferred.
  • Ability to provide clear, practical advice to non-legal professionals.
  • Collaborative and adaptable mindset; comfort with building a new function in a dynamic regulatory environment.
