What you will do
A Belgian public-sector organisation is engaged in a large-scale digital and organisational transformation. As part of this effort, a major structural reform requires the merger of six operational zones into a single entity, operational by 1 January 2028. This involves 19 municipalities, over 7,000 staff members, and the creation of nine new divisions.
You will work within the Digital Transformation Office on the ICT component of this merger programme. The ICT systems underpin payroll, HR management, operational communication and core applications. Your role is to map the current landscape, design future-state options, and translate decisions into application specifications and configurations.
Your responsibilities include:
- Mapping the current state and designing the future state: analyse how the six zones currently operate, application by application, starting with the HR system and local management tool; document processes, business rules, structures, and differences between zones
- Building future-state options for the merged entity and its nine divisions, validating them against standards, and preparing them for decision-making
- Writing and maintaining functional specification documents that enable each application migration
- Translating functional decisions into application consequences: parameterisation, reference data and codifications, data migration, interfaces, access rights
- Guiding working groups on what applications can and cannot do, and on applicable standards
- Coordinating work with teams responsible for each application: HR system first, then local management tool, public-facing website, and others
- Specifying and tracking application testing campaigns at the scale of the merged zone
- Planning migration validation through coherence and volume queries, test datasets, and before/after comparisons
- Contributing to data and reference-data work: the nine new divisions do not yet exist and must appear in all applications with consistent codes and timing
- Preparing decision documents for strategic stakeholders
- Preparing and facilitating workshops with zone representatives and the IT department, and producing minutes
- Formulating decision proposals, identifying the competent authority and the arbitration deadline
- Maintaining up-to-date documentation: what was decided, when, by whom, and on what basis
What we are looking for
- Confirmed experience in business and functional analysis
- Confirmed experience in process mapping and modelling (BPMN)
- Confirmed experience in designing and executing application test plans
- Confirmed experience in documenting data models and interfaces (reference data, codifications, authoritative sources)
- Confirmed stakeholder management skills
- Junior-level experience in the public sector
- Junior-level experience in data migration
- Junior-level experience in querying, extracting and checking data using SQL and Python
- Active knowledge of Dutch, French and English
We are particularly interested in candidates who can demonstrate:
- Experience with mergers, restructurings or operational migrations involving multiple entities
- The ability to manage multiple stakeholders (several organisations, teams, IT suppliers) with sometimes divergent interests, without shared hierarchical authority
- A critical approach to reading unfamiliar data models (reference data, codifications, authoritative sources) to verify their reliability
- Experience writing functional specifications and then writing the queries or scripts to verify their implementation
- The ability to align regulatory constraints, standards and local specificities when designing target operating models
- Experience with data migration or application migration, and the controls put in place to validate them
- A structured approach to traceability: what was decided, when, by whom and on what basis, in a specification that evolves over time
- The ability to balance functional analysis with hands-on technical capability (SQL, scripts)
