Role Context

The Wet Utilities Inspector will provide continuous field oversight across underground utility construction, ensuring pipelines, chambers, manholes, connections, and associated civil works are installed correctly before acceptance. The role requires close coordination with contractors, surveyors, testing teams, other discipline inspectors, and the Assistant Resident Engineer or Resident Engineer. Accurate inspection records, timely testing, and early reporting of deficiencies will help reduce rework, protect infrastructure quality, and support reliable commissioning of essential utility networks.

Key Responsibilities
  • Inspect wet utility construction and confirm that completed works comply with approved drawings, specifications, and project requirements.
  • Monitor installation of potable water, firefighting, irrigation, stormwater, and foul sewer systems.
  • Report defective workmanship, noncompliant construction methods, or departures from approved documentation to the Assistant Resident Engineer or Resident Engineer.
  • Maintain a comprehensive daily site diary covering activities, approved and rejected work, labor, equipment, operating hours, and significant construction issues.
  • Coordinate daily with contractor site engineers to clarify inspection requirements and promote correct execution of the works.
  • Process inspection requests and maintain accurate records of approval, rejection, resubmission, and outstanding status.
  • Coordinate with survey teams to verify pipeline alignment, levels, gradients, and completed installation against design requirements.
  • Arrange sampling and testing with relevant inspectors and testing personnel after satisfactory completion of work.
  • Request additional quality assurance testing where materials or completed works are considered questionable.
  • Witness hydrostatic pressure testing of pressurized utility networks and document results.
  • Observe leakage tests and verify that results comply with specified acceptance criteria.
  • Witness gravity sewer and stormwater testing and confirm proper system performance.
  • Inspect manholes, chambers, connections, and related structures for dimensional accuracy and workmanship.
  • Check pipe bedding, surround, backfilling, compaction, and protection requirements where applicable.
  • Identify unacceptable contractor methods and promptly escalated concerns requiring engineering review.
  • Maintain detailed records for works performed on a Day Works basis, including labor, equipment, materials, and duration.
  • Coordinate inspection interfaces with civil, structural, electrical, mechanical, and other relevant disciplines.
  • Communicate with adjacent stakeholders and members of the public where construction activities create access or operational impacts.
  • Support measures intended to minimize disruption caused by utility construction.
  • Participate actively in site health and safety activities and report unsafe conditions or practices.
  • Maintain professional and firm communication with contractors while applying contract and quality requirements consistently.
  • Provide accurate inspection documentation to support progress reporting, testing records, and final project close-out.
Ideal Profile

Candidates should hold a Bachelor 's degree or diploma in Civil Engineering, Construction Engineering, or a related discipline. A minimum of 5 years of relevant experience is required, including practical construction supervision exposure to roads, infrastructure, and wet utility projects. Applicants should have strong knowledge of potable water, firefighting, irrigation, stormwater, and foul sewer networks. Practical experience witnessing hydrostatic pressure tests, leakage testing, gravity sewer testing, stormwater testing, and manhole or chamber inspections is essential. Candidates should understand utility installation requirements covering alignment, levels, gradients, bedding, backfilling, testing, and acceptance. Knowledge of RTA, DEWA, Dubai Municipality, and other relevant Dubai authority procedures for wet utilities will be valuable. The position requires the ability to interpret construction drawings, specifications, inspection requests, testing documentation, and project procedures. Candidates must be computer literate and capable of accessing project data, maintaining digital records, preparing reports, and using relevant engineering or construction management software. Good written and spoken communication skills are required for effective coordination with contractors, engineers, inspectors, surveyors, testing personnel, and project stakeholders.
