Role Context
The Resident Engineer - Infrastructure will represent Parsons on site for utilities and infrastructure-related works, ensuring that construction activities are delivered in line with contract documents, design intent, approved drawings, codes, specifications, and regulatory requirements.
The role supports successful project execution by coordinating utility interfaces, managing contractor performance, resolving technical issues, supervising testing and commissioning, maintaining accurate records, and driving safe and compliant handover of infrastructure assets.
Key Responsibilities
- Act as the primary onsite representative for utilities and infrastructure works across the project.
- Monitor daily construction activities to ensure works follow approved drawings, specifications, method statements, and contract requirements.
- Coordinate wet and dry utility interfaces with roads, structures, civil works, and other project disciplines.
- Review and approve contractor shop drawings, material submittals, method statements, inspection test plans, and technical submissions related to utilities.
- Participate in constructability reviews and recommend practical solutions for design, coordination, and site issues.
- Supervise installation of potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT, telecoms, gas, and associated civil infrastructure where applicable.
- Review and verify hydraulic calculations, capacity checks, network layouts, and technical design inputs when required.
- Ensure proper alignment, levels, clearances, protection, and separation of utility services in accordance with standards and authority requirements.
- Oversee testing and commissioning of utility systems and confirm that documentation is complete, accurate, and compliant.
- Implement and monitor quality control procedures for all infrastructure and utility works.
- Conduct regular site inspections, issue or review non-conformance reports, and follow up corrective actions until closure.
- Ensure compliance with UAE authority standards, regulatory requirements, project specifications, and international codes of practice.
- Verify as-built drawings, operation and maintenance manuals, test results, and handover documents for completeness and accuracy.
- Promote a strong safety culture and ensure site works follow the approved HSE plan.
- Participate in HSE audits, toolbox talks, incident reviews, and hazard mitigation activities when required.
- Identify and manage risks related to deep excavations, confined spaces, traffic management, utility crossings, and live services.
- Liaise with client representatives, design consultants, contractors, third‑party stakeholders, local authorities, and utility providers.
- Coordinate approvals, inspections, permits, tie‑ins, and technical clearances with relevant authorities and service providers.
- Attend progress meetings, coordination meetings, and technical workshops, providing clear input on utility and infrastructure matters.
- Maintain detailed site records including inspection requests, test results, site instructions, correspondence, and daily progress information.
- Prepare periodic progress reports highlighting key issues, risks, site constraints, and proposed mitigation actions.
- Support claims and variation assessments by providing technical input, site records, and factual construction evidence.
Ideal Profile
- Bachelor's degree in Civil Engineering or a related discipline is required.
- Master's degree in a relevant engineering discipline will be preferred.
- Minimum 12-15 years of experience in infrastructure and utilities projects.
- At least 5 years of experience in a Resident Engineer or senior site supervision role is required.
- Strong experience supervising wet and dry utilities, road interfaces, civil infrastructure, testing, commissioning, and handover activities.
- Prior experience with UAE local codes, standards, authority procedures, and regulatory requirements will be preferred.
- Proven ability to manage multidisciplinary contractors and resolve site issues efficiently.
- Strong knowledge of water, wastewater, stormwater, power, telecoms, gas, district cooling, street lighting, irrigation, and associated infrastructure works.
- Ability to review technical submittals, method statements, ITPs, shop drawings, testing documents, and as-built records.
- Strong understanding of quality control, HSE requirements, construction sequencing, and authority coordination.
- Ability to work under pressure, prioritize multiple site issues, and meet project deadlines.
- Strong communication, reporting, coordination, and technical problem‑solving skills.
- Professional approach to client liaison, contractor management, documentation control, and site leadership.
