Role Context

The Resident Engineer will hold senior site responsibility for coordinating engineering, construction, scheduling, commercial interfaces, and completion activities across a complex stormwater network project. Particular attention will be placed on micro tunneling operations where deep shafts, pipe jacking, dewatering, road crossings, existing utilities, and restricted underground conditions require rigorous technical control. By directing the supervision team and maintaining effective coordination with contractors and Dubai authorities, the role will help protect construction quality, safety, schedule performance, and the integrity of existing infrastructure networks.

Key Responsibilities
  • Lead site supervision for stormwater drainage networks, micro tunneling, pipeline installation, shafts, and associated civil construction.
  • Direct the supervision team and verify that works comply with approved drawings, specifications, contractual obligations, and applicable engineering standards.
  • Monitor micro tunneling drives, pipe jacking operations, launch and reception shafts, dewatering systems, utility crossings, road crossings, and related temporary works.
  • Review contractor method statements, inspection and test plans, shop drawings, material submittals, and construction procedures before implementation.
  • Coordinate construction interfaces involving contractors, subcontractors, designers, consultants, utility providers, government agencies, and other stakeholders.
  • Track actual construction progress against the approved program and initiate corrective measures where performance threatens key milestones.
  • Examine technical challenges arising from underground conditions and develop practical engineering responses that minimize disruption and delay.
  • Enforce HSE requirements, approved risk assessments, permit-to-work procedures, and safe construction practices across site activities.
  • Conduct regular field reviews to assess workmanship, material compliance, construction methodology, and adherence to quality requirements.
  • Review daily reports, contractor progress submissions, monthly updates, and supporting project records.
  • Witness inspections, testing, pipeline verification, and commissioning activities associated with stormwater infrastructure.
  • Manage NCRs, site instructions, RFIs, technical queries, and other formal construction communications through resolution and close-out.
  • Review interim payment applications against verified site progress and assess variations and claims related to construction activities.
  • Chair progress and technical coordination meetings and participate in client and stakeholder discussions.
  • Maintain effective coordination with Dubai Municipality, RTA, DEWA, and other authorities affecting infrastructure construction and approvals.
  • Protect existing infrastructure networks by ensuring that utility information, crossings, interfaces, and construction constraints are properly considered.
  • Maintain complete engineering, inspection, correspondence, commercial, and construction records throughout project execution.
  • Guide testing, commissioning, punch-list resolution, handover, and close-out activities to achieve an orderly transition into completed operations.
Ideal Profile

A Bachelor 's degree in Civil Engineering is required, supported by at least 15 years of construction and supervision experience involving stormwater networks and micro tunneling projects. Candidates should have spent a minimum of 5 years working specifically as a Resident Engineer on major stormwater, drainage, or comparable underground infrastructure developments. Extensive practical knowledge of micro tunneling, pipe jacking, trenchless construction, deep shaft works, dewatering, utility crossings, and large-diameter pipeline installation is essential. Strong familiarity with FIDIC contracts and construction administration is required, including experience handling technical correspondence, progress assessment, variations, claims, contractor submissions, and contractual site procedures. UAE project experience is expected, with Dubai experience strongly preferred. The position requires comprehensive awareness of existing infrastructure networks across Dubai and the constraints associated with construction around operational utilities. Familiarity with Dubai Municipality, RTA, DEWA, and other relevant authority requirements will be particularly valuable. Candidates should also bring a broad civil engineering background and relevant irrigation project engineering exposure. Proven leadership capability, excellent English communication, sound engineering judgment, and the ability to manage senior-level contractor and stakeholder interfaces are essential.
