Role Context
The Civil Inspector will provide continuous field surveillance across infrastructure construction activities to confirm that workmanship, materials, testing, and installation methods meet contractual, technical, and regulatory requirements. The position supports the Assistant Resident Engineer and Resident Engineer by identifying non-compliant work, recording daily site activities, coordinating inspections, and ensuring corrective matters are addressed promptly. The role covers a broad range of civil and utility works, including roads, pavement, underground services, concrete, structures, piping, drainage, electrical interfaces, piling, and associated testing. Accurate inspection at each stage helps prevent defects, protects project quality, and provides reliable evidence for approvals, measurements, and final acceptance.
Key Responsibilities
- Inspect infrastructure construction activities for compliance with approved drawings, specifications, codes, standards, and project requirements.
- Monitor roads, bridges, highways, utilities, drainage, water, sewer, gas, electrical services, and associated civil works.
- Verify workmanship and construction methods before completed activities are accepted.
- Conduct or witness tests involving soil compaction, moisture content, aggregate grading, concrete slump, air entrainment, concrete compression, coring, and related materials.
- Review civil and structural testing results and report any non-conforming findings.
- Monitor underground piping installation to confirm correct bedding, alignment, grade, and tightness.
- Inspect piling operations for correct location, installation, and bearing requirements.
- Support verification of piping systems, P and ID requirements, and hydraulic or pressure testing where applicable.
- Inspect relevant electrical works for grounding, circuit integrity, and compliance with statutory and project requirements.
- Monitor painting and insulation activities to confirm required thickness, coverage, and continuity.
- Witness destructive and nondestructive material tests where required, including penetrant, radiographic, tension, compression, coating thickness, and resistivity testing.
- Coordinate with survey teams to verify lines, levels, grades, and completed works against approved plans.
- Arrange sampling and testing for satisfactorily completed work and additional quality assurance testing where material quality is uncertain.
- Maintain a detailed daily site diary recording work performed, approvals, rejected activities, labor, equipment, working hours, and significant construction issues.
- Document Day Works activities accurately when contractors perform work under this arrangement.
- Work with inspectors from other disciplines to coordinate multidisciplinary inspection requirements.
- Identify questionable construction practices and report them to the Assistant Resident Engineer or Resident Engineer.
- Escalate contractor failures to follow approved drawings, specifications, or acceptable workmanship standards.
- Collaborate with contractors and engineers to resolve construction discrepancies and technical issues.
- Support preparation of quality control reports, inspection procedures, and project documentation.
- Participate in the development of job safety practices and site safety reporting.
- Enforce applicable quality and safety requirements during field inspections.
- Conduct regular site surveillance to monitor construction progress and workmanship.
- Organize inspection records so that reports, test results, approvals, and supporting documents remain complete and current.
- Maintain a professional and appropriately firm approach when dealing with contractors.
- Participate actively in site health and safety requirements under the direction of project engineering and safety personnel.
Ideal Profile
- Candidates should hold a three-year Diploma in Civil Engineering or a comparable qualification, preferably supported by the required equivalency or degree credentials.
- A minimum of 5 years of construction supervision and inspection experience is required, preferably involving major infrastructure projects in the UAE.
- Relevant exposure may include roads, highways, bridges, utilities, drainage networks, and associated civil works.
- The role requires practical construction knowledge rather than purely office-based engineering experience.
- Candidates should be comfortable working continuously on active project sites and making clear inspection decisions based on drawings, specifications, test results, and actual field conditions.
