Role Context

The Civil Inspector - Utilities and Trenchless Works will provide continuous site surveillance across underground utility, structural, piling, and trenchless construction activities. The position is particularly focused on ensuring that microtunneling, pipe jacking, NDRC, temporary works, concrete structures, and DEWA-related installations meet approved technical and quality requirements. Working with the Resident Engineer, contractors, testing teams, and authority representatives, the inspector will verify workmanship, witness critical inspections and tests, document site conditions, and follow corrective actions through closure. Accurate inspection records and timely reporting will help protect construction quality, maintain regulatory compliance, and support progress across multiple work fronts.

Key Responsibilities

• Inspect microtunneling, NDRC, pipe jacking, temporary works, and associated civil construction activities.
• Monitor trenchless works to verify compliance with approved drawings, method statements, specifications, and inspection requirements.
• Inspect piling operations and confirm pile location, alignment, depth, and bearing requirements.
• Witness pile integrity and load testing in accordance with approved Inspection and Test Plans.
• Supervise trough precasting and structural concrete activities across production yards and project work fronts.
• Verify reinforcement, formwork, concrete placement, curing, and related structural construction requirements.
• Inspect DEWA water and electrical civil works against approved authority drawings, standards, and NOCs.
• Coordinate inspection activities involving DEWA requirements and authority representatives.
• Witness concrete, earthwork, compaction, piling, pressure, leak, and other applicable quality tests.
• Confirm inspections and testing are carried out in accordance with approved ITPs.
• Review workmanship and identify construction activities that do not comply with approved project requirements.
• Record non-conforming work and monitor contractor corrective and preventive actions through closure.
• Review drawings, specifications, method statements, technical details, and inspection documentation before site activities.
• Maintain accurate Work Inspection Requests, checklists, photographs, inspection logs, and supporting quality records.
• Prepare detailed daily inspection reports and site diaries covering work completed, issues identified, and actions required.
• Assist the Resident Engineer in monitoring construction progress and resolving technical issues.
• Support programme monitoring across civil, DEWA, structural, piling, and trenchless work packages.
• Coordinate with contractors, engineers, surveyors, testing laboratories, and other inspection disciplines.
• Verify completed work prior to acceptance or progression to subsequent construction stages.
• Maintain organized records of inspection findings and technical correspondence for project closeout.
• Use project and document management systems to track WIRs, NCRs, inspection status, and progress information.
• Support inspection activities across multiple project sites, yards, and distributed construction fronts.
• Follow project health and safety requirements during all field inspection activities.

Ideal Profile

Candidates should hold an Associate degree or Bachelor 's degree in Civil Engineering or a closely related technical discipline. A minimum of 7 years of relevant construction supervision experience is required, with substantial exposure to infrastructure and utility projects. Suitable experience should include several of the following:

A UAE driving license and the ability to travel efficiently between project locations and yards are also preferred.
