Job summary

A leading government-affiliated organization in Dubai seeks a Senior Quality Assurance Specialist HSE to join its Health Safety and Environment Division. This position requires a professional with substantial experience in quality assurance within large-scale operations related to energy or infrastructure. Job description

A leading government-affiliated organization operating in the power energy and infrastructure sector is looking for an experienced Senior Quality Assurance Specialist HSE to join its Health Safety and Environment (HSE) Division. This role is best suited for a seasoned quality professional with a strong technical background in quality assurance within large‑scale operations such as utilities, energy or infrastructure.

The successful candidate will be primarily responsible for ensuring compliance with internal and international HSE quality standards supporting process improvement initiatives and serving as a key point of contact with the Corporate Excellence Department. The role entails 70% technical quality focus and 30% involvement in excellence frameworks requiring strong analytical audit and stakeholder management skills.

Key Responsibilities
HSE Quality Assurance & Compliance (70%)
  • A QMS within the HSE function in compliance with ISO 9001, ISO 14001 and ISO 45001 standards.
  • Internal quality audits, inspections and assessments to identify areas of improvement and ensure adherence to regulatory and operational quality standards.
  • Review and enhance Standard Operating Procedures (SOPs) and HSE documentation to meet international best practices.
  • Work closely with engineering operations and project teams to ensure technical quality measures are embedded into infrastructure, power or energy‑related activities.
  • Analyze non‑conformance reports (NCRs) and manage Corrective & Preventive Actions (CAPA) to reduce risks and improve process outcomes.
  • Prepare and deliver technical reports and dashboards to management for quality performance tracking and decision‑making.
Excellence & Strategic Alignment (30%)
  • Collaborate with the Corporate Excellence team to ensure alignment between HSE quality initiatives and the broader organizational excellence framework (e.g. EFQM or government award programs).
  • Contribute to the preparation of internal submissions for excellence awards audits and benchmarking activities.
  • Support the development and tracking of Key Performance Indicators (KPIs) related to quality and HSE excellence.
  • Drive continuous improvement projects within the HSE Quality domain to increase operational efficiency and maturity of quality systems.
Requirements
  • Bachelor's degree in Engineering, Environmental Science, Industrial Quality or any relevant field.
  • Minimum of 8 years of UAE/GCC experience in quality assurance within HSE functions of energy utilities, infrastructure or engineering project‑based environments.
  • Certified Lead Auditor in ISO 9001 (required); ISO 14001, ISO 45001, Six Sigma or other quality‑related certifications are a strong plus.
  • Proven experience in conducting internal audits, implementing QMS and managing quality documentation.
  • Familiarity with excellence programs (e.g. EFQM, Sheikh Khalifa Excellence Award, Dubai Quality Award) is a strong advantage.
  • High‑level proficiency in data analysis, reporting tools and documentation management.
  • Excellent verbal and written communication skills in English; Arabic language skills are a plus.
