Role Context
The Resident Engineer - Utilities will support Parsons by overseeing field engineering, construction supervision, quality control, contractor performance, project documentation, and site coordination for large infrastructure and utilities works in Dubai. The role requires strong technical judgment, construction leadership, and authority coordination skills to ensure that works are delivered safely, accurately, and in full compliance with approved drawings, specifications, schedules, NOC requirements, and government authority procedures.
Key Responsibilities
- Plan, organize, supervise, and monitor all field engineering activities related to infrastructure, utilities, and associated construction works.
- Ensure adequate staffing, execution control, and technical support for site engineering and construction supervision operations.
- Provide guidance on scope of work, construction schedules, field procedures, technical issues, and site construction challenges.
- Determine budget estimates, staffing requirements, work priorities, and resource needs based on defined scope and project schedule.
- Establish, monitor, and maintain construction engineering quality control procedures in the field.
- Monitor contractor performance against approved schedules, construction plans, technical specifications, and project requirements.
- Coordinate with construction management to identify and eliminate hazards that may affect the environment, workforce safety, or site operations.
- Ensure assigned personnel follow safe work practices in line with site-specific safety procedures and industry standards.
- Maintain strong working relationships with project design engineering teams, client representatives, contractors, and project stakeholders.
- Maintain project control documentation including design drawings, specifications, change orders, back‑charge documents, correspondence, and technical records.
- Provide advice to management on field engineering procedures, construction methods, schedule planning, budgeting, and financial matters.
- Interface regularly with senior management and client personnel on project progress, risks, technical matters, and construction priorities.
- Conduct performance evaluations for assigned personnel and support effective supervision of field engineering teams.
- Support commissioning coordination, NOC procedures, and authority‑related requirements for utilities and infrastructure works.
- Lead site decision‑making related to long‑range planning, scheduling, construction priorities, personnel management, and field execution.
- Perform additional responsibilities related to resident engineering, site supervision, and infrastructure delivery as required.
Ideal Profile
- Degree in Civil Engineering from a recognized university is required.
- Minimum 15 years of overall work experience in construction supervision of large infrastructure, utilities, utilities relocation, or similar civil engineering projects.
- Recent and substantial UAE experience in infrastructure and utilities projects is mandatory.
- Strong knowledge of NOC procedures, commissioning requirements, and Dubai government authority specifications and procedures.
- Proven leadership capability in a senior site supervision or resident engineering role.
- Comprehensive knowledge of construction‑related processes, field engineering procedures, and industry practices.
- Strong ability to monitor contractor performance, manage field engineering priorities, and maintain construction quality control.
- Excellent written and spoken English communication skills are required.
- Strong ability to coordinate with clients, contractors, design teams, senior management, and authority representatives.
- Commitment to quality, safe work practices, environmental responsibility, and professional site leadership.
- Ability to make sound decisions under pressure while managing complex site issues, deadlines, and stakeholder expectations.
