Role Responsibilities
Site Supervision and Construction Leadership
- Direct site supervision personnel, including discipline engineers, inspectors, and technical support staff.
- Oversee implementation of the Project Execution Plan.
- Supervise daily construction activities involving roads, utilities, structural elements, and associated civil works.
- Coordinate construction interfaces between roadworks, wet utilities, dry utilities, structures, and traffic diversions.
- Review contractor resource allocation, construction methodologies, and work sequencing.
- Monitor site progress against approved construction programmes.
- Identify potential technical and scheduling risks and coordinate appropriate mitigation measures.
- Maintain communication with project management regarding site performance, technical issues, and outstanding construction matters.
Contract Administration and Commercial Responsibilities
- Administer construction activities in accordance with the applicable Conditions of Contract.
- Review contractor notices, contractual submissions, and claims within required response periods.
- Assess variations, Extensions of Time (EOT), prolongation costs, and disruption claims.
- Prepare recommendations supporting the Engineer's contractual determinations.
- Evaluate interim payment applications against verified construction progress and contractual entitlement.
- Certify payments in accordance with assigned contractual authority.
- Issue site instructions, Non-Conformance Reports (NCRs), Notices to Correct, and other contractual correspondence where required.
- Maintain accurate records supporting contractual assessments and decisions.
- Monitor contractor compliance with programme obligations and agreed mitigation measures.
Technical Supervision of Roads and Utilities
- Road formation, subgrade, subbase, asphalt pavement, interlocking paving, and kerb installation.
- Tunnels, underpasses, and mechanically stabilized earth walls.
- Stormwater drainage networks and associated infrastructure.
- Sewerage pipelines and rising mains.
- Potable water distribution and firefighting networks.
- Irrigation systems.
- Electrical installations and street lighting infrastructure.

Quality Assurance and Technical Compliance
- Enforce the approved Project Quality Plan throughout construction.
- Review and approve material submissions, shop drawings, technical proposals, and related documentation within delegated authority.
- Conduct regular construction inspections and quality audits.
- Identify non-conforming works and oversee the implementation of corrective actions.
- Monitor the issuance and closure of NCRs.
- Verify compliance with applicable authority requirements and construction standards.
- Review as-built drawings, operation and maintenance manuals, and testing and commissioning reports.
- Ensure technical records are complete and suitable for project handover.
Construction Programme and Progress Control
- Verify logical sequencing of roads and utility construction activities.
- Evaluate construction delays, concurrent delay events, and proposed mitigation measures.
- Provide technical input to delay analysis and time-related contractual assessments.
- Monitor contractor recovery actions where progress deviates from approved schedules.
- Prepare weekly and monthly progress reports.
- Highlight construction risks, programme delays, corrective actions, and contractor performance concerns.
- Communicate significant programme issues to the relevant project management personnel.
Health, Safety and Environmental Management
- Monitor contractor implementation of site safety procedures.
- Oversee safety arrangements for deep excavations, utility crossings, confined spaces, and traffic diversion works.
- Participate in HSE inspections, audits, and incident investigations.
- Coordinate with safety representatives to address identified hazards.
- Verify that contractors maintain safe working conditions in accordance with applicable local regulations.
- Follow up on corrective actions relating to construction safety and environmental compliance.
Authority and Stakeholder Coordination
- Liaise with clients, Project Management Consultants, government authorities, and utility service providers.
- Coordinate inspections, utility tie-ins, and final regulatory approvals.
- Participate in technical meetings and chair construction progress discussions where required.
- Monitor submission of documents needed for permits and No Objection Certificates.
- Resolve technical coordination matters involving infrastructure authorities and service providers.
- Maintain effective communication between contractors, engineering disciplines, and project stakeholders.
Testing, Commissioning and Project Close-Out
- Oversee infrastructure testing and commissioning activities.
- Monitor outstanding construction works and completion requirements.
- Coordinate snagging inspections and verify completion of corrective works.
- Support taking-over procedures and final acceptance.
- Track contractor obligations during the Defects Notification Period.
- Review the completeness of final as-built drawings and handover documentation.
- Ensure required operation and maintenance manuals, commissioning records, and technical certificates are available before project close-out.
Required Qualifications and Professional Experience
- Bachelor 's Degree in Civil Engineering.
- Minimum 15 years of relevant experience in roads and infrastructure construction projects.
- At least seven years of experience as a Resident Engineer or in a senior site supervision position on major infrastructure projects.
- Previous RTA approval is mandatory.
- Demonstrated experience working on infrastructure projects in the United Arab Emirates.
- Strong understanding of road construction, underground utilities, and multidisciplinary civil engineering works.
- Working knowledge of FIDIC Conditions of Contract or applicable construction contract conditions used in Dubai.
- Proven experience evaluating Extensions of Time, contractual variations, and contractor claims.
- Experience supervising multidisciplinary construction teams.
- Strong contract administration, reporting, and commercial assessment capabilities.
- Excellent written contractual correspondence and technical reporting skills.
- Fluency in English and Arabic.
Preferred Qualifications
- A Master 's Degree in Civil Engineering or a related engineering discipline is preferred.
- Previous experience administering contracts under the FIDIC Red Book will be an advantage.
