Job description
Job purpose

To lead and manage rail system development, ensuring the planning, design, and delivery of rail projects in compliance with RTA standards, international best practices, and sustainability requirements, while supporting the successful implementation of safe, integrated, and efficient rail systems across Dubai.

Key results accountabilities
  • Ensure rail system development compliance with RTA standards, specifications, and international best practices
  • Lead performance management, including setting objectives, KPIs, and business continuity plans
  • Contribute to pre-contract planning, system development, and strategic transportation vision
  • Embed sustainability principles across all rail system projects in line with government directives
  • Plan, review, and validate rail systems design for constructability, maintainability, integration, interoperability, efficiency, and sustainability
  • Supervise rail systems design, installation, testing, and commissioning, ensuring contractual compliance
  • Provide technical support to Contracts & Commercial teams, including change control, variations, claims, and payments
  • Review and support EPC contractor selection from a rail systems technical perspective
  • Manage annual budget planning, monitoring, and optimization for the Rail System Development Section
  • Oversee the design, development, and implementation of rail projects in accordance with RTA requirements
  • Prepare and review technical and executive reports for senior management
  • Coordinate with internal Rail Agency sections to support railway opening and operational readiness
  • Liaise with consultants and contractors on systems assurance, safety, risk mitigation, and operational delivery
  • Ensure compliance with quality assurance, HSE, and business excellence standards
  • Lead and apply value engineering across rail projects
