Job summary

City of Indianapolis and Marion County seeks a Training and Staff Development Coordinator for the Marion Superior Court Youth Services Center Training Department. The role supervises Field Training Officers, oversees onboarding, field training, required certifications, continuing education, staff development, and leadership development to strengthen staff preparedness, performance, and retention.

The position partners with facility leadership, Human Resources, and operations to ensure training

Qualifications

  • Bachelor’s degree in criminal justice, education, organizational leadership, public administration, or related field.
  • Minimum five (5) years progressively responsible experience in juvenile justice, corrections, residential youth services, or similar environment with demonstrated experience in employee training, staff development, supervision, or operational leadership; or seven (7) years in those settings may be accepted in lieu of a degree.
  • Must be at least 25 years of age with strong leadership, organizational, interpersonal, presentation, written, and verbal communication skills.
  • Must obtain and maintain instructor-level certification in First Aid/CPR, Handle With Care (HWC), and Mental Health First Aid (MHFA), plus PREA and other required training.
  • Must be able to work any shift, including evenings and weekends.

Responsibilities

  • Provide leadership and direction to Training Department, setting priorities, goals, expectations, and training schedules.
  • Directly supervise Field Training Officers, assign work, manage timecards, coach performance, and address issues.
  • Oversee New Employee Orientation and Field Training/On-the-Job Training, including assessments and readiness for independent tasks.
  • Develop and maintain annual facility training plan; ensure required certifications and continuing education across all shifts.
  • Maintain records for accreditation, PREA, audits, and compliance requirements.
  • Develop, review, and maintain training curricula, lesson plans, assessments, instructional materials, and standards.
  • Guide and develop Field Training Officers, instructors, and other training personnel.
  • Coordinate staff and leadership-development opportunities for employees and emerging leaders.
  • Support retention by reviewing onboarding outcomes and training effectiveness.
  • Collaborate with HR, Operations, and facility leadership on onboarding, recruitment, and workforce-development initiatives.
  • Routinely observe operations to ensure training and procedures are followed; issue corrective direction when needed.
  • Coordinate training on new policies, procedures, systems, equipment, and facility initiatives, including drills.
  • Evaluate Training Department effectiveness and provide leadership with reports on training compliance and needs.
  • Coordinate internal and external training resources and assist with budget, vendors, conferences, and professional development.
  • Perform other duties as assigned.
