Job summary

Quanta Government Solutions seeks a high-level VP of Preconstruction to architect, estimate, and structure its largest multi-disciplinary capital projects. You will lead a multi-divisional estimating team, align with Sales, and define project lifecycles from inception to execution.

The role focuses on eliminating scope gaps, optimizing cash flow, and driving profitability in data center and critical-infrastructure programs.

Qualifications

• 12+ years in preconstruction, estimating, or project controls within heavy electrical, civil infrastructure, or data center sectors.
• Proven track record leading mega-project bids valued at $150M–$200M+.
• Deep understanding of Earned Value Management (EVM) and contract lifecycle management.
• Collaborates effectively with Sales/Commercial Operations to win bids.
• Interfaces with divisions and senior executives to align resources.
• 5+ years of direct leadership of multi-disciplinary preconstruction teams.

Responsibilities

• Partner with Commercial Operations during qualification of leads and RFPs to assess feasibility.
• Serve as executive technical/operational expert alongside Sales during workshops and PCSA.
• Translate client requirements into executable internal bidding strategy.
• Coordinate with Legal and Presidents to negotiate major terms and risk mitigations.
• Design a cash-flow-optimized Schedule of Values for $200M+ projects.
