Job summary

The Office of Labor Relations (OLR) in New York City seeks a Principal Administrative Associate – Level 1 to support payroll, timekeeping, and leave administration across City Time and related systems.

You will oversee time sheets, reports, and onboarding/offboarding processes, while ensuring compliance with FMLA/PFL and City policies. Residency rules and a path for 55-a program may apply.

Qualifications

  • Degree and progressive clerical/administrative experience as specified.
  • Administrative supervisory experience required for some paths.
  • Experience with payroll/time systems is a plus.
  • Adaptability to Citywide leave and timekeeping policies.

Responsibilities

  • Review correct and approve weekly time sheets in the City Time System.
  • Prepare and review City Time and CHRMS reports for accuracy.
  • Work on time sensitive personnel projects for the division.
  • Run reports on employees’ time and leave, lateness.
  • Handle all FMLA, PFL, PPL and Intermittent Leave.
  • Conduct presentation on Absence Control Reporting with leadership.
  • Process and review Manual Leave and Time Report Adjustments.
  • Generate, Monitor, payroll reports (excess leave, undocumented sick leave).
  • Process DP-2001 onboarding/offboarding requests.
  • Prepare worksheets for managerial transfers to city agencies.
  • Present City Time process during onboarding of new employees.
  • Inform offboarding employees on leave status and payroll.
  • Monitor and ensure all new hires are enrolled in City Time.
  • Enter Military time and leave as required.
  • Process Lump Sum Payouts for management.
  • Submit Remedy tickets related to City Time and timekeeping/password reset.
  • Generate supplemental pay and payout leave balances.
  • Process LWOP for anticipatory week and carryover letters.

Bachelor's degree + 2 years experience
Associate degree + 3 years experience
High school diploma + 4 years experience incl. supervision
