Responsibilities

  • Manages the OneCard process: requests, vendor records, cardholder agreements, and card distribution
  • Oversees student group travel; maintains relationships with campus leadership and training tools
  • Produces approvals, reports, SOPs, and documentation aligned with travel and expense policies
  • Prepares audits/reconciliation documents and provides analytical support for requisitions and risk management
  • Keeps travel/expense information on InsideTCC intranet in coordination with Procurement and Risk Management
  • Supervises and develops assigned staff and monitors a budget account
  • Supports workplace excellence; completes required trainings and contributes to college mission

Job Summary

This role is responsible for the creation, implementation, and administration of the OneCard program while ensuring alignment with Tarrant County College District (TCCD) Procurement and Travel Policies.

Primary Duties and Responsibilities
  • Manages the OneCard process, including processing card requests,documenting new vendors, creating cardholder agreements,distributing cards, managing card restrictions, ensuring complianceand authorizations, verifying and approving travel-relatedrequisitions, and closing accounts for terminated employees
  • Oversees the student group travel and events program bymaintaining ongoing relationships with campus leadership, creatingstudent group cards, designing training programs and tools, andworking with impacted departments and participating student groupsto ensure requirements are met and notifications are timely
  • Generates various approvals, reports, statements, and standardoperating procedures documentation, ensuring all information iscurrent, accurate, and aligned with the travel and expensemanagement program’s best practices; provides documentation toimpacted departments and cardholders, confirming correct formattingand timely delivery
  • Compiles documents, reports, and statements for audits andreconciliation while partnering with other departments by providinganalytical support for submitted requisitions, expense reporting,and risk management notifications
  • Researches industry best practices, current trends, and softwareupdates, documenting and distributing relevant information whennecessary; maintains travel and expense information posted on theInsideTCC intranet site in coordination with Procurement and RiskManagement
  • General Supervision and Management
    • Responsible for personnel management, evaluation, and developmentof assigned administrative and professional-level direct reports
    • Responsible for monitoring a budget account

    • Attends the workplace regularly, reports to work punctually, andfollows a work schedule to keep up with the demands of theworksite
    • Completes all required training and professional developmentsessions sponsored through Tarrant County College (TCC)

Required Minimum Qualifications
  • Associate’s degree or 60 college hours and five (5) years workingexperience related to the Essential Performance Requirements; or any equivalent combinationof education and work-related experience
  • One (1) years' experience supervising (e.g., managing, evaluatingthe performance of others)
Preferred Qualifications
  • Bachelor’s degree
  • Current Certified Purchasing Card Professional (CPCP) certification
  • Current procurement certification (e.g., Certified ProfessionalPublic Buyer (CPPB), Certified Public Procurement Officer (CPPO),or Certified Professional Purchasing Manager (CPPM)
  • At least one (1) year’s working experience administering traveland expense processes
Knowledge, Skills and Abilities
  • Knowledge of Texas state fund expenditure regulations (e.g.,Texas Education Code 44.031)
  • Knowledge of SAP Concur travel and expense managementplatform
  • Skilled in excellent customer service and interpersonalrelationships, including strong listening, verbal, and writtencommunication
  • Skilled using computer applications and enterprise systems,including the Microsoft Office suite
  • Ability to work effectively in a collaborative environment,either individually or as part of a team
  • Ability to perform and prioritize multiple tasks seamlessly andaccurately in a fast-paced environment where the demands for workare varied and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations basedon policy, procedure, practice, and existing regulations
  • Ability to successfully lead in a team-centered environment,while delegating work appropriately to meet College and campusdeliverables
