Job summary

County of Tulare's Workforce Investment Board (WIB) in Visalia seeks an experienced administrator to lead a diverse portfolio of workforce development programs. The incumbent will supervise staff, oversee MIS, and help manage adult and youth initiatives.

Responsibilities include contract monitoring, preparing RFPs, ensuring program compliance with WIOA and related regulations, and analyzing expenditures to justify costs and grant allocations.

Qualifications

• Bachelor's degree in public or business administration, social services or related field.
• Two years of administrative experience involving project management and oversight.
• Knowledge of WIOA guidelines, economic and political factors affecting program planning.
• Understanding of budgetary techniques and contract requirements.

Responsibilities

• Supervise staff involved in workforce development programs.
• Oversee MIS and major program areas such as adult and youth programs; monitor contracts.
• Ensure program compliance with laws, regulations and contract agreements.
• Analyze expenditures, recommend allowable costs and identify grant categories.
• Negotiate contracts with Federal, State and County agencies; prepare RFPs.
