Qualifications

• Bachelor’s degree in Workforce Development, Business, Public Administration, or related field (preferred).
• 3+ years in workforce development, economic development, industry engagement, or related fields.
• 3+ years in managerial or supervisory role with targeted populations.
• Knowledge of WIOA guidelines, local labor market trends, and sector-specific workforce requirements.
• Strong leadership, analytical skills, and ability to interpret data and labor market information.
• Experience building partnerships with employers, education institutions, and community organizations.
• Excellent relationship-building and communication skills.
• Strategic thinking and problem-solving abilities.
• Proficiency in data analysis and reporting tools.
• Strong organizational skills and attention to detail.
• Ability to collaborate with diverse stakeholders and work independently.
• Complete CWDP course and exam within 3 months; CWDP certification within 12 months.
• Work flexible hours; travel to various locations; reliable transportation.

Responsibilities

• Ensures delivery of service and contract specifications per regulations and requirements; interprets and applies grant guidelines to ensure successful program delivery.
• Supervise staff, train, and manage program processes; analyze data and stay current with employment and business service trends.
• Understand eligibility criteria and WIOA measures; incorporate program requirements.
• Collaborate with partner agencies to ensure collaboration, leveraging of services, and continuous quality improvement.
• Plan and monitor grant/program budgets; track participant costs and ensure CalJOBS data entry and compliance.
• Supervise Skills Development Team: enrollments, career skills, credentials, placements, and follow-ups.
• Provide training and quality assurance for program services and performance measures; develop Performance Enhancement Plans.
• Lead workshops and credentialing opportunities for customers; collect and review satisfaction surveys for QA.
• Supervise Welcome Team; ensure enrollment measures and performance goals; identify challenges and implement improvements.
• Generate CalJOBS reports on enrollments, placements, and follow-up services.
• Hire new employees; coach staff; address performance issues; provide counseling when needed.
• Lead certification of Hallmark of Excellence; coordinate with auditors for program compliance.
• Cross-train staff for other related tasks.
