Job summary

CAC I is seeking a Senior Resource Manager to support the GMOS contract for the Department of State. The role focuses on resource planning, staffing models, and labor allocation across multiple workstreams in a high-demand IT environment.

You will guide a team, manage spend plans, and ensure staffing aligns with program objectives. This position requires an Active Secret clearance, full-time commitment, and up to 10% local travel.

Qualifications

• BA/BS degree or equivalent with 8+ years of related experience in resource management, workforce planning, or program management.
• Active Secret clearance.
• Experience managing resource planning and staffing for large programs or enterprise environments.
• Experience developing spend plans, labor forecasts, and cost analyses aligned with budgets and contracts.
• Experience analyzing resource utilization, staffing levels, and performance trends to identify risks and corrective actions.
• Experience aligning workforce skills and staffing with program requirements and workload projections.

Responsibilities

• Develops and maintains quarterly spend plans for 12 months across active and upcoming option periods.
• Manages end-to-end resource planning, forecasting, and labor allocation.
• Analyzes utilization trends to identify optimization opportunities and cost-efficiency improvements.
• Implements resource management strategies aligning skills and staffing with program objectives.
• Prepares resource components for the Program Management Plan including staffing models and loading.
• Coordinates transition activities ensuring onboarding and knowledge transfer within timelines.
• Provides guidance on resource-related risks and mitigation strategies.
• Manages Key Personnel substitutions to maintain continuity of services.
• Possesses and applies broad knowledge across key tasks and may supervise others.
