Job summary

TikTok USDS Joint Venture LLC is hiring an Outreach and Partnerships Manager to lead a portfolio of external partnerships across responsible AI, youth safety, digital well‑being, and platform safety. You will translate external expertise into actionable recommendations for USDS leaders and manage contracting, payments, compliance, and governance for partnerships.

Qualifications

• 5 years of experience in strategic partnerships or related field in technology, government, academia, or nonprofit sector.
• Ownership of complex partner engagements from strategy through contracting, execution, payment, evaluation, and renewal.
• Working knowledge of contract and operational processes, including SOWs, procurement, PO invoices, budgets, due diligence, records management, and coordination with Legal/Compliance.
• Strong understanding of technology policy topics such as AI governance, youth digital safety, platform accountability, content governance, and privacy.
• Proven ability to lead ambiguous, cross-functional initiatives independently, escalating risks timely.
• Excellent written and verbal communication translating policy issues into clear recommendations for external partners and executives.
• Ability to travel periodically for stakeholder meetings and events.

Responsibilities

• Develop and manage a portfolio of partnerships aligned with Trust & Safety priorities.
• Inform governance models, risk assessments, and external input for safety standards and content moderation.
• Build relationships with youth safety advocacy groups and researchers.
• Test assumptions, identify gaps, and strengthen the evidence base for USDS safety standards.
• Design and lead expert roundtables and advisory sessions; prepare concise recommendations for senior leaders.
• Direct end-to-end partner agreements, onboarding, and compliance including SOW scoping and renewals.
• Oversee partnership operations; track approvals, contracts, deliverables, and records; maintain scalable templates.
