Job summary

CCSCC is seeking a Program Manager of Evaluation & Learning to lead outcomes measurement and continuous improvement across the organization. You will design frameworks, build reporting infrastructure, and translate findings into actionable recommendations for leadership and funders.

In this role, you will partner with program teams, IT, and accreditation leads to embed data collection and reporting in daily operations, developing KPIs and dashboards to drive data-informed decisions.

Qualifications

• Candidate holds a relevant bachelor's degree; master's preferred.
• 3–5+ years in program evaluation or outcomes measurement.
• Experience designing logic models, theories of change, and evaluation frameworks.
• Strong Excel and data analysis skills; able to present data clearly.
• Experience with data systems, dashboards, and reporting.
• Experience with AI-assisted reporting tools is a plus.
• Experience with EHR, CRM, or case management systems.
• Excellent written and verbal communication; cross-functional collaboration.

Responsibilities

• Lead agency-wide outcomes measurement framework design and refinement.
• Collaborate to create theories of change, program models, and journey maps.
• Define meaningful, measurable outcomes and indicators.
• Design, implement, and oversee evaluation plans for programs.
• Co-design evaluation of strategic plans and initiatives.
• Build dashboards and recurring reports for staff, Board, and funders.
• Translate data into clear narratives for non-technical audiences.
• Supervise data analysts and staff; support training.
• Support accreditation and reporting requirements.
