Job summary

Access Community Health Network in Chicago seeks a Program Manager, Evaluation to oversee a portfolio of evaluation studies assessing program impact on patient outcomes and disparities. You will design evaluation questions, data collection and analysis plans, and disseminate results to staff and funders.

The role collaborates across departments to apply an equity lens and supports ACCESS through multiple projects with the Programs and Services team, driving improvements in services and outcomes.

Qualifications

• Bachelor’s degree in Public Health, Health Administration, Social Sciences, or related field with advanced coursework in evaluation/research.
• Experience conducting program evaluations, research studies, and study coordination to inform decision-making.
• Applied public health/evaluation frameworks (RE-AIM, CFIR, developmental evaluation, action learning).
• Designed and implemented qualitative methods (focus groups, interviews).
• Used qualitative data analysis software (NVivo, Atlas.ti) to derive insights.
• Led quantitative research (survey design, data collection, analysis) to evaluate program outcomes.
• Handled HIPAA-compliant human subjects research and data sharing.
• Proficient in Excel/Word; experience with REDCap and data systems.

Responsibilities

• Facilitate collaboration between evaluation and program staff to design and implement evaluation activities across departments.
• Work with program leadership to determine key evaluation questions for grants and ACCESS evaluation needs.
• Design and manage credible evaluations addressing identified questions, including theory of change, logic models, and benchmarks.
• Develop data collection tools (interviews, surveys, focus groups) and ensure data quality.
• Monitor data flow, data integrity, and coordinate with subcontractors for data collection and transfer.
• Prepare evaluation reports, quarterly updates, and annual summaries for staff and funders.
• Draft abstracts and scientific papers for presentation and publication.
• Ensure compliance with regulatory guidelines and research protocols.
