Job summary

CCSCC is seeking a Program Manager of Evaluation & Learning to lead outcomes measurement and continuous improvement across the organization. You will design frameworks, build reporting infrastructure, and translate findings into actionable recommendations for leadership and funders.

In this role, you will partner with program teams, IT, and accreditation leads to embed data collection and reporting in daily operations, developing KPIs and dashboards to drive data-informed decisions.

Position Summary

The Program Manager of Evaluation & Learning is a core member of CCSCC's Organizational Effectiveness team, responsible for leading CCSCC's outcomes measurement and continuous improvement work across all CCSCC programs.

This role builds and maintains the systems, tools, and culture that allow the agency to understand whether programs are producing desired outcomes, communicate results to funders and the Board, and use data to improve decision-making.

The Program Manager partners closely with program leadership, IT/CIS staff, and accreditation or compliance leads to ensure that data collection, measurement, and reporting are embedded in daily operations.

This is a strategic and hands-on role responsible for developing evaluation frameworks, creating reporting infrastructure, analyzing data, and translating findings into actionable recommendations.

Key Responsibilities

Outcomes Measurement & Evaluation Strategy

• Lead the design and ongoing refinement of an agency-wide outcomes measurement framework, including logic models and theories of change.
• Collaborate with internal teams to create, implement, review, and use theories of change, program models, journey maps, and other strategy and evaluation tools.
• Define meaningful, measurable outcomes and process indicators.
• Collaborate with outside partners when appropriate, including research institutions and evaluation partners.
• Design, implement, and oversee evaluation plans for individual programs, including data collection methodologies, measurement protocols, sampling, and analysis methods.
• Co-design and lead evaluation of the Vision 2030 Strategic Plan and other strategic initiatives.
• Establish and measure baseline KPIs and monitor progress across the organization.
• Conduct research and analysis to identify and implement best practices in evaluation and outcomes measurement.

Training & Capacity Building

• Train program leadership to run reports, analyze data, assess outcomes, and develop meaningful narratives.
• Design and facilitate training sessions on evaluation and learning topics, including logic models, measurement frameworks, data interpretation, and visualization.
• Create and deliver evaluation and learning onboarding training for program leadership staff.
• Foster a culture where data informs program design and continuous quality improvement.

Data Systems, Analysis & Reporting

• Analyze program activity, outcome, and impact data to identify trends, gaps, and opportunities.
• Build and maintain dashboards and recurring reports for staff, executive leadership, the Board, and funders.
• Lead creation and validation of agency-wide reports, including accreditation and annual reporting requirements.
• Translate complex data into clear, actionable narratives for non-technical audiences.
• Partner with IT/CIS and program teams to ensure data systems support consistent and reliable reporting.
• Identify and resolve data quality issues, workflow gaps, and integration needs.
• Provide technical support and guidance related to data collection and management tools.
• Maintain documentation of data definitions, workflows, and reporting processes.

Cross-Program Collaboration & Community Engagement

• Partner with compliance and quality assurance staff to understand reporting and outcome requirements.
• Support standardization of measurement practices across program areas while accommodating program-specific needs.
• Lead referral tracking and process-mapping efforts that intersect with outcomes measurement.
• Coordinate with accreditation leads to ensure measurement practices meet external standards.
• Develop research protocols and engagement strategies that involve community members, donors, and funders.
• Conduct literature reviews and research to inform program development and organizational strategy.
• Represent CCSCC in meetings and presentations with internal and external stakeholders.
• Support agency-wide strategic planning through data and evaluation expertise.

Staff Supervision & Development

• Supervise, coach, and develop Data Analyst(s), interns, and other assigned staff.
• Manage hiring, onboarding, training, and performance management activities.
• Provide ongoing training and professional development opportunities.
• Conduct regular supervision and team meetings.

Financial Management & Fund Development

• Manage assigned Evaluation & Learning budgets and resources.
• Collaborate with program and development leaders to identify funding opportunities.
• Support grants and contracts through timely completion of deliverables and reporting.

Funder & External Reporting

• Prepare outcome and impact data for grant reports, site visits, and public-facing communications.
• Support program leadership in creating compelling, data-informed narratives.
• Ensure evaluation methods and reporting comply with funder and accreditation requirements.

Policy Development & Implementation

• Develop and improve policies and procedures that support high-quality service delivery.
• Collaborate with agency leadership on communications and strategic planning initiatives.
• Inform community partners about gaps, barriers, and opportunities identified through evaluation efforts.

Qualifications

Required

• Bachelor's degree in Public Health, Social Work, Public Policy, Data Analytics, Statistics, or a related field. Master's degree preferred.
• 3 to 5+ years of experience in program evaluation, data analysis, or outcomes measurement.
• Experience developing logic models, theories of change, and evaluation frameworks.
• Advanced Excel and data analysis skills.
• Experience with Power BI, SQL, reporting tools, or business intelligence platforms.
• Experience leveraging AI-assisted technologies to support reporting, analysis, and organizational learning.
• Experience with EHR, CRM, or case management systems.
• Prior supervisory or project leadership experience.
• Excellent written and verbal communication skills.
• Ability to collaborate effectively with cross-functional stakeholders.

Preferred

• Experience in nonprofit or public-sector evaluation programs.
• Familiarity with CARF, WASC, and similar accreditation processes.
• Experience supporting agency-wide strategic planning initiatives.
• Project management or change management experience.

Hours and Other Conditions

• Standard office hours are Monday through Friday, approximately 9:00 a.m. to 6:00 p.m.
• Full-time position.
• Periodic travel between CCSCC locations within Santa Clara County.
