Job summary

National CASA/GAL Association for Children seeks an accomplished research, evaluation, and learning executive to serve as Chief Program Strategy & Impact Officer. This leader will build evidence, research, program-design, and learning systems to demonstrate and strengthen CASA/GAL advocacy impact for children and families.

Reporting to the CEO, the role leads the transition from activity metrics to credible outcomes, defines the research agenda, and drives the roadmap to become an evidence-based

Qualifications

• Ph.D. or equivalent in evaluation, education, social work, psychology, public policy, or related field.
• At least 10 years of leadership in research, evaluation, and learning strategies.
• Proven ability to lead multi-partner projects and translate evidence into strategy.
• Strong knowledge of theory of change, logic models, and measures of outcomes.

Responsibilities

• Lead the research, evaluation, and learning agenda across CASA/GAL programs.
• Develop theory of change and outcomes framework aligned with organizational goals.
• Oversee quantitative, qualitative, mixed-method, and implementation studies.
• Establish partnerships with universities, evaluators, and national organizations.
• Ensure ethical research practices and data governance in all studies.
• Translate research findings into practical program improvements and funding narratives.
• Lead CASA/GAL University and national learning strategies for volunteers and staff.
• Provide executive leadership and coordination across related departments.
