Job summary

CCSCC is seeking a Program Manager of Evaluation & Learning to join the Organizational Effectiveness team. You will lead outcomes measurement, develop reporting infrastructure, and translate data into actionable recommendations for funders and the Board.

You will partner with program leadership, IT/CIS, and compliance leads to embed data collection and reporting in daily operations, shaping evaluation frameworks and capacity building across the organization.

Qualifications

• Bachelor's degree in Public Health, Social Work, Public Policy, Data Analytics, Statistics, or related field. Master's degree preferred.
• 3 to 5+ years of experience in program evaluation, data analysis, or outcomes measurement.
• Experience developing logic models, theories of change, and evaluation frameworks.
• Advanced Excel and data analysis skills; Power BI, SQL, reporting tools.
• Experience with EHR/CRM/case management systems and supervisory experience.

Responsibilities

• Lead the design and ongoing refinement of an agency-wide outcomes measurement framework, including logic models and theories of change.
• Design, implement, and oversee evaluation plans for individual programs, including data collection methodologies and analysis.
• Build and maintain dashboards and recurring reports for staff, leadership, the Board, and funders.
• Supervise Data Analysts, interns, and other staff; manage onboarding and performance.
• Translate complex data into actionable narratives for decision-makers and partners.
