Job summary

Serco Inc. in the United States seeks a seasoned program analyst to support Navy submarine programs on a hybrid basis.

You will provide programmatic, analytical, and project management support to NAVSEA stakeholders and the Submarine Industrial Base leadership, leveraging PPBE, POM, and portfolio reporting skills. You will collaborate with government and industry partners, contribute to mission requirements, and help strengthen industrial base resiliency across submarine and maritime weapon

Qualifications

• DoW SECRET security clearance required.
• U.S. Citizenship required.
• Bachelor’s degree with a minimum of 6 years’ experience in Government, Pentagon or other Defense-related environments.
• Ability to conduct program analysis and contribute to performance monitoring.
• Experience managing or supporting government contract execution and administration.
• Experience supporting acquisition planning or acquisition strategy development and assisting in risk assessment and mitigation.
• Ability to provide operational planning and execution support as needed.
• Familiarity with OTA agreements or other innovative acquisition pathways.
• Experience supporting Navy or DoD/DoW organizations.
• Knowledge of defense supply chains, strategic sourcing, industrial base, or manufacturing operations.
• Experience developing executive dashboards, metrics, and portfolio reporting.
• Strong analytical, organizational, and project management skills with attention to detail and ability to work independently.
• Effective communication and teamwork skills for stakeholder coordination.
• Ability to travel (10%).

Responsibilities

• In this role, you will demonstrate a strong understanding of PPBE and the FYDP.
• In this role, you will exhibit experience in financial management, budget planning, funding execution, investment analysis, or portfolio management.
• In this role, you will show proficiency with the Program Objective Memorandum (POM) process, writing POM issue papers, and responding to RFIs.
• In this role, you will facilitate development, implementation, and revision of work procedures and standards with key stakeholders to improve efficiency.
• In this role, you will support and contribute to the generation and documentation of mission requirements and initiatives, including document preparation; prepare, proofread, and edit documents, presentations, and reports.
• In this role, you will assist in developing CONOPs and supporting documentation and reporting initiatives.
• In this role, you will build collaborative relationships across government, industry, and multidisciplinary teams.
• In this role, you will engage in stakeholder communication and coordination.
• In this role, you will work in ambiguous, rapidly evolving environments, establish priorities, and proactively resolve issues.
