Job summary

DC BLOX is seeking a Learning & Development Manager to design, deliver, and continuously improve learning programs that build employee capability and leadership. You will partner with leaders to identify needs, create scalable solutions, and drive adoption across a geographically dispersed workforce.

This role owns the full learning lifecycle—from needs assessment to measurement—and helps create a culture where employees and managers actively pursue development.

Qualifications

• Bachelor's degree in Learning and Development, Human Resources, Organizational Development, Education, Business, or a related field; equivalent relevant experience considered.
• 5+ years of progressive experience in learning and development, instructional design, talent development, or a closely related field.
• Experience designing and facilitating manager, leadership, professional-skills, or enterprise learning programs.
• Working knowledge of adult-learning principles, instructional-design methods, facilitation practices, and evaluation approaches.
• Experience administering a learning management system or comparable learning technology.
• Strong project and program management skills, including the ability to manage multiple stakeholders, workstreams, deadlines, and vendors.
• Excellent written, verbal, presentation, and facilitation skills, with the ability to engage employees at different levels and locations.
• Ability to travel periodically to company locations or training events.

Responsibilities

• Develop and execute a learning and development roadmap aligned with company priorities and workforce needs.
• Conduct learning needs assessments using leader input, performance data, and trends to identify gaps.
• Design, develop, and facilitate engaging learning experiences using instructor-led, virtual, digital, and blended formats.
• Build and operate manager development programs focused on communication, feedback, coaching, and change leadership.
• Create scalable learning programs for rapid organizational growth with consistent cross-location delivery.
• Partner with HR to strengthen onboarding and role-specific development across sites.
• Collaborate with subject matter experts to convert knowledge into scalable content.
• Define learning objectives, curricula, materials, and assessments using sound instructional design practices.
• Manage the learning management system, content, tracking, and reporting.
• Coordinate required training programs and maintain accurate completion records and timely reporting.
• Create communication and change-adoption plans to drive adoption of new skills.
• Measure learning effectiveness and use results to improve program quality and impact.
• Manage external learning vendors, licenses, and program budgets within scope.
• Maintain a current catalog and calendar of opportunities and monitor utilization.
• Stay current on learning technologies and trends to drive practical innovations.
• Perform other duties and support special projects as assigned.
