Job summary

ISAC is seeking an Assistant Director of Learning and Development to lead comprehensive learning strategies and management training across Illinois agencies. The role focuses on performance evaluation enhancements, conflict resolution, and staff development aligned with Agency goals.

The position, based in Deerfield with a hybrid schedule, requires 7+ years in L&D, collaboration skills, and a track record in developing programs across departments.

Qualifications

• Bachelor’s degree or higher in a related field as listed
• 7+ years of direct professional experience in learning and development or organizational development
• Experience designing, implementing, and evaluating learning and development programs addressing personnel relations, conflict resolution, and performance management
• Knowledge of adult learning principles and instructional design approaches
• Strong communication, collaboration, presentation, and facilitation skills

Responsibilities

• Evaluate current internal training and development offerings across the Agency and manage projects to monitor effectiveness and satisfaction
• Assess current performance evaluation structure, propose improvements, create agency-wide policy, and develop and deliver training for management to identify and nurture high-potential employees
• Conduct learning and development needs assessments with Executive team, division management and staff and implement specific solutions for divisions
• Ensure all learning, management training, professional development and leadership programming complies with federal and state regulations for all divisions and scale programs
• Design, curate, coordinate and provide programming resources in formats such as virtual, in-person, e-learning, and workshops and engage external resources as needed
• Research and recommend potential learning management systems to support programming efforts
• Manage projects to develop mechanisms to evaluate program effectiveness and satisfaction with a focus on continuous improvement
• Remain current on best practices in the learning and development field
