Job summary

The Illinois Student Assistance Commission (ISAC) seeks an Assistant Director of Learning and Development to partner with Agency leadership in crafting comprehensive learning strategies and management training across divisions. You will design programs, evaluate performance systems, ensure regulatory compliance, and foster a culture of continuous growth aligned with agency goals.

Qualifications

• Bachelor’s degree in a related field.
• 7+ years of direct experience in learning and development or organizational development.
• Experience designing, implementing, and evaluating programs addressing personnel relations, conflict resolution, and performance management.
• Knowledge of adult learning principles and instructional design.
• Strong communication, collaboration, presentation, and facilitation skills.
• Experience in public or private sector settings; ability to work with multiple divisions.
• Willingness to work in a hybrid schedule in Deerfield, IL.

Responsibilities

• Evaluate and manage internal training and development offerings and monitor effectiveness.
• Assess and improve performance evaluation structures; develop agency policies and manager training.
• Conduct needs assessments with executives, divisions, and staff and implement tailored solutions.
• Ensure all programming complies with federal and state regulations.
• Design, curate, and coordinate programming across formats (virtual, in-person, e-learning, workshops).
• Research and recommend potential learning management systems.
• Manage projects to evaluate program effectiveness and drive continuous improvement.
• Remain current on best practices in the learning and development field.
