Job summary

Govig & Associates in Phoenix, AZ seeks a Senior Infrastructure Project Manager to lead complex site development projects from due diligence through turnover, with a strong focus on entitlements, design coordination, and pre-construction leadership.

You'll guide cross-functional teams, manage AHJs and contractors, oversee permitting, budgeting, scheduling, and procurement to ensure on-time, on-budget delivery across jurisdictions.

Qualifications

• Bachelor’s degree in construction management, engineering, or related field.
• 8+ years of experience in real estate development, infrastructure, or construction PM.
• Strong entitlements, permitting, and pre-construction planning experience.
• Experience with civil infrastructure development and utilities.
• Proficiency with project and construction management tools (Procore, SAP, MS Project, Salesforce).

Responsibilities

• Lead site due diligence efforts including zoning analysis, land use review, utility availability, environmental constraints, and jurisdictional requirements.
• Evaluate site feasibility and risk, developing mitigation strategies to inform acquisition, design, and development planning.
• Partner with internal stakeholders to align development strategy with operational, financial, and growth objectives.
• Own and lead entitlement strategy across jurisdictions, including rezoning, conditional use permits, variances, and other land use approvals.
• Manage end-to-end permitting lifecycle, including planning submittals, agency coordination, comment resolution, and approvals.
