Job summary

Veterans Benefits Administration is seeking a Supervisory Program Specialist GS-12/13 to lead human resources operations, advise management on staffing, recruitment, classification, and labor relations, and manage workflow to meet federal agency objectives.

Qualifications

• Experience in human resources management, staffing, recruitment, and classification.
• Ability to advise on benefits and labor relations.
• Familiarity with federal civilian personnel regulations.

Responsibilities

• Plans work to be accomplished by subordinates and sets staffing plans to meet mission needs.
• Evaluates subordinates' performance and provide counseling and interviews for positions.
• Recommends appointments, promotions, or reassignments.
• Hears and resolves complaints and manages escalations with senior staff.
• Implements disciplinary actions and identifies training needs for employees.
• Develops performance standards and mitigates bottlenecks to improve productivity.
• Provides management advisory services coordinating with directors and managers.
• Briefs senior management on HR trends, risks, and regulatory compliance.
• Researches issues and recommends process improvements to workflow.
• Maintains internal controls and supports policy implementation.
