Job summary

GSA in Boston seeks a HR Policy Specialist (Recruitment and Placement) to manage the national staffing and recruitment program. You will develop policy, guidance, and directives, and provide expert advice to agency leadership.

You will coordinate with internal and external stakeholders, apply qualitative and quantitative methods to measure program effectiveness, and support modernization efforts across the workforce. The role requires federal eligibility and rigorous briefing capabilities.

Qualifications

• Specialized experience leading staffing and recruitment programs.
• Ability to interpret regulations and advise management.
• Experience briefing senior officials on policy implementations.

Responsibilities

• Serve as GSA's staffing policy expert and provide guidance on interpretation of policy.
• Research sensitive HR issues and align with federal initiatives.
• Develop policy, directives, and instructions on recruitment and staffing and provide guidance to leadership.
• Coordinate with TAC and other organizations; provide technical advice.
• Apply qualitative/quantitative methods to assess and improve program effectiveness.
