Job summary

GSA is seeking a HR Policy Specialist (Recruitment and Placement) to lead the national staffing and recruitment program. You will provide expert guidance on policy interpretation and coordinate with internal and external partners to implement staffing initiatives.

The role requires deep knowledge of federal staffing regulations, strong analytical skills, and ability to brief senior officials. Locations include Raleigh, NC among others listed.

Qualifications

• Specialized experience is experience leading or participating in the development, implementation, measurement, and/or evaluation of staffing and recruitment programs and policies.
• Researching, interpreting and applying staffing regulations and statutes to provide advice and guidance to others.
• Providing recommendations to management on HR innovations and program implementation.
• Conducting briefings and preparing written documents for senior officials on staffing policies.

Responsibilities

• Serves as GSA’s expert on staffing and recruitment policy matters, providing leadership and authoritative advice on interpretation of policy.
• Researches and advises on sensitive staffing HR issues, ensuring conformance with government initiatives.
• Develops GSA-wide policy, guidance, directives, and instructions related to recruitment and staffing.
• Represents the TAC for major program issues and provides technical advice to internal and external organizations.
• Applies qualitative and quantitative methods to assess and improve program effectiveness and develops long-range plans.
