Job summary

Pacific Federal Management in Hagåtña, Guam, is seeking a Human Resources Manager – Compensation, Benefits & Employee Relations. The role leads compensation programs, benefits administration, and employee relations within a multi-entity organization of 700+ employees.

Responsibilities include ensuring compliant HR practices, advising managers, managing vendor relationships, and developing engagement programs to strengthen retention and overall workforce performance.

Qualifications

• Bachelor's degree in HR, business administration, or related field.
• 5+ years of progressive HR experience including compensation, benefits, employee relations and HR compliance.
• Experience with HRIS and benefits administration platforms.
• PHR, SHRM-CP, or equivalent HR certification preferred.

Responsibilities

• Lead compensation programs and analysis, including market data and base pay/incentives.
• Oversee benefits program administration and vendor relationships; escalate complex questions.
• Manage complex employee relations matters, investigations, disciplinary actions, accommodations, terminations.
