Job summary

City of Oak Harbor is seeking a senior human resources professional to provide expert analytic advice on recruitment, classification, wage administration, workers’ compensation, employee relations, labor negotiations, training, and related HR functions.

The role supports the HR Director, handles confidential information with discretion, and works independently or with teams to advance City HR initiatives and services.

Qualifications

• Minimum two (2) years of progressively responsible experience in human resources with labor relations, personnel classification, and compensation.
• Excellent computer operation skills and experience with MS Office, databases, and internet research tools.
• Valid state driver's license and ability to provide a driver’s abstract showing a good driving record.
• Experience with workplace investigations and handling confidential information in personnel matters.
• Bachelor's degree or equivalent preferred; CLRP certification or similar designation is desirable.

Responsibilities

• Aid with employee relations issues; assist HR Director in investigations and resolving workplace problems.
• Perform wage and benefit surveys; research classification and compensation; prepare data for negotiations.
• Manage recruitment and selection process for Civil Service and Non-civil service positions; screen and interview candidates.
• Design recruitment strategies; revise job descriptions; compose and place ads; coordinate applicant packets.
• Maintain master personnel records and HRIS data; ensure confidentiality of sensitive information.
• Coordinate training and open enrollment; ensure compliance with laws and best practices.
