Job summary

Qualifications

• Bachelor’s degree or equivalent required.
• 1 year of relevant procurement/contract experience optional with higher education.
• Experience in contract negotiation/management preferred.
• Must meet civil service eligibility notes described in the posting.

Responsibilities

• Plan, develop, procure, award, register, administer, and closeout contracts and task orders.
• Review documents for completeness, accuracy, and compliance; advise on awards and amendments.
• Provide guidance on scopes of work, cost estimates, procurement strategies, solicitations, and contract requirements.
• Coordinate actions with Procurement, Law, Finance, and oversight bodies; obtain approvals and issue contracts.
• Develop and maintain procurement schedules; track solicitations, awards, expenditures, and expirations.
• Support vendor selection through competitive solicitations and pre-bid activities.
• Review packages for required scopes, funding documentation, and insurance.
• Analyze contract and financial data across NYCHA systems; identify discrepancies.
• Perform quantitative/qualitative analysis of portfolio risks and trends.
• Create reports, dashboards, models, and presentations for management/Board.
• Maintain audit-ready procurement records in systems and tools.
• Assist with audits, inquiries, and document requests; prepare responses.
• Develop SOPs, templates, and training materials for staff.

Education

Bachelor's degree from an accredited college or university

Associate degree + 12 months procurement/contract experience

High school diploma + 2 years procurement/contract experience

Combination of education and experience as per NYCHA posting
