Job summary

The City of New York seeks an Investment Analyst for the Bureau of Asset Management, Contracting Division. This role supports procurement and contract activities for investment-related services, including RFPs, vendor negotiations, and contract management.

Internal candidates only; open to current NYC Comptroller employees. The position emphasizes compliance with NYC procurement rules and collaboration with GCs, OGC, and business teams.

Qualifications

• Baccalaureate degree with 24 credits in accounting, business administration, economics, finance, law, mathematics, and/or statistics and one year of satisfactory full-time experience in investment activities of a governmental agency, financial institution, or brokerage firm; or
• A baccalaureate degree and two years of satisfactory full-time investment experience in governmental agency, financial institution or brokerage firm.

Responsibilities

• Prepare complex RFPs, Notices of Search, and other solicitation types in accordance with NYC Procurement Policy Board Rules.
• Lead and facilitate major procurement activities for RFI/RFPs and Notices of Search, including complex negotiations.
• Work with business teams to define requirements for vendors across functions critical to Asset Management.
• Prepare new contracts, contract amendments and extensions.
• Maintain contract related information including database and workflow tools.
• Interface with BAM staff, OGC, and other NYC procurement/contract teams to navigate vendor process from RFI/RFP to registration.
• Assist in creating standardized contract clauses and templates to improve efficiency.
• Explain and apply contract rules per NYC Procurement Policy Board Rules.
• Utilize FMS, PASSPort and other databases to monitor procurement processing.
