Job summary

Fortra is seeking a Senior Capture & Proposal Manager to design, lead, and optimize end-to-end capture and proposal management. You will drive opportunity qualification, pre-solicitation planning, and post-award learning, collaborating with Sales, Product, Engineering, Security, Legal, Contracts, Finance, and executives to ensure compliant, timely submissions.

The role requires 7+ years in related roles, strong governance and process experience, and proven ability to influence senior leaders.

Qualifications

• 7+ years in capture management, proposal management, or related strategic pursuit functions.
• Proven success leading complex federal, public sector, or government proposals, including multi-million-dollar opportunities.
• Experience building and implementing proposal governance models and repeatable capture and pursuit processes.
• Exceptional written, verbal, and presentation communication skills; ability to influence senior leaders.

Responsibilities

• Design, lead, and structure Fortra’s end-to-end capture and proposal management function across pre- and post-solicitation.
• Collaborate with Sales, Product, Engineering, Security, Legal, Contracts, Finance, and executives to qualify opportunities and align resources.
• Establish and manage the Capture & Proposal Operating System with governance, content management, and metrics.
• Own proposal workflows, schedules, milestones, reviews, and submission plans.
• Lead color-team reviews, readiness assessments, and executive reviews.
• Design bid/no-bid evaluation processes and align resources to high-value opportunities.
• Develop KPIs, dashboards, and reporting for pursuit performance.
